Main Purpose of Job

To manage the Procurement Services Unit providing technical assistance for purchasing procedures and regulations and administering the acquisition of goods and services for the Division of Rehabilitation Services (DORS).

POSITION DUTIES

Responsible for managing and supervising the Procurement Services Unit and for providing technical assistance to the various Programs units of the Division in the development of RFPs and IFBs for goods, services and telecommunications; prepares and presents contracts for award to the Department of Budget and Management (DBM) and the Board of Public Works (BPW); administers the State Corporate Purchasing Card Program and ensures compliance with procurement regulations in COMAR Title 21 (State Procurement Regulations); executes procurement policies and procedures set forth by DBM, Department of General Services, Maryland State Department of Education and the BPW.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: A Bachelor's degree from an accredited college or university.  

Experience: Five years of experience in administrative or professional work. Two years of this experience must include working with the State’s procurement process and supervising other staff.  

Notes: 1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education. 2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

SELECTIVE QUALIFICATIONS

Knowledge of the principles, procedures, and practices of procurement management; knowledge of COMAR Title 21 (State Procurement Regulations); skill in using fiscal software packages and presenting accurate and concise documents and reports; skill in managing multiple tasks; skill interpreting policies, procedures, laws and regulations; ability to provide subject matter training to DORS staff; ability to establish and maintain harmonious working relationship; ability to communicate clearly and effectively both orally and in writing.

DESIRED OR PREFERRED QUALIFICATIONS

  Experience with FMIS, ADPICS, and R*STARS is desired.
