Introduction

The Department of Labor, Licensing and Regulation, Division of Workforce Development & Adult Learning is accepting applications from qualified candidates for the position of Teacher, Trades and Industry with a specialty in Office Technology in a correctional facility.  The resulting eligible list will be used to fill this position or function only.  Persons interested in future positions will need to reapply.

Main Purpose of Job

This position instructs incarcerated individuals in an introductory course in Microsoft Office 2007 Suite, Business English, Business Mathematics, and Office Procedures that will provide the students with the skills needed for entry level employment in a business office.

POSITION DUTIES

Planning, developing, conducting and assessing classroom instructional activities in Microsoft Word, Excel, Access, and PowerPoint, Business English, Business Math, and Office Procedures; preparing students for the Microsoft Office Specialist certification; maintaining educational records, tracking achievement of desired program outcomes by coordinating and administering tests in accordance with accepted reporting procedures.     

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Possession of appropriate educational credentials as determined by the Maryland State Board of Education.

Experience: Possess a minimum of 3 years of verifiable satisfactory occupational experience directly in Office Technology.

Notes:

1.  All experience must be within 10 years of the issuance of the certificate; and include 1 year full-time employment

2.  A graduate of a career and technology education program in the practice of the trade to be taught, with a minimum 3.0 grade point average in course work related to the trade to be taught, shall earn credit for 6 months of the required occupational experience

3.  Candidates will be required to complete the eligibility requirements for certification in Trades and Industry by the Maryland State Department of education and pass the Praxis 1 examination. A CURRENT MARYLAND STATE DEPARTMENT OF EDUCATION CERTIFICATE AND/OR TWO SEALED OFFICIAL COPIES OF ANY COLLEGE TRANSCRIPTS MUST BE SUBMITTED WITH APPLICATION

DESIRED OR PREFERRED QUALIFICATIONS

Applications will be considered in the following order of preference:

1.  Candidates who possess current Trades and Industry Certification with MSDE that is directly related to Office Technology.

2.  Candidates who possess a bachelor’s or higher degree in a state-approved career and technology program from an Institution of Higher Education and have a minimum of two (2) years of satisfactory occupational. experience directly related to Office Technology (within ten (10) years and include one (1) year full-time employment)

3.  Candidates who possess a bachelor’s or higher degree in industrial arts/technology education, industrial technology, or in the trade to be taught from an Institution of Higher Education and have a minimum of two (2) years of satisfactory occupational experience directly related to Office Technology (within ten (10) years and include one (1) year full time employment).

4.  Candidates who possess an associate degree in the trade to be taught or a bachelor’s or higher degree from an Institution of Higher Education and have a minimum of three (3) years of satisfactory occupational experience directly related to Office Technology (within ten (10) years and includes (1) year full time employment).

5.  Candidates who possess a secondary school diploma and a minimum of three (3) years of satisfactory occupational experience directly related to Office technology within ten (10) years and including 1one (1) year full time employment.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Teachers in State operated school programs are required to acquire and maintain certification to teach in the State of Maryland per Section 6-101 of the Education Article of the Annotated Code and Code of Maryland Regulations (COMAR) 13A.12.01.03B(2). Applicants recommended for appointment will be required to complete an Authorization and Verification of Credentials. Information on requirements for certification and procedures for application may be obtained from the Maryland State Board of Education, 200 W. Baltimore Street, Baltimore, MD 21201-2595.

Additional educational credits beyond the Advanced Professional Certificate must meet the following criteria established by the Institutional Educators Pay Plan Committee in order to qualify for application toward the APC plus 30 (60) levels:

Credits must be beyond the education level held at the time the educational requirements for the Advanced Professional Certificate were met and must either relate to the current job responsibilities or be part of an employer approved program of study. Credits mean semester hours from a regionally accredited college or university or Maryland State Department of Education approved workshops. No more than one half of any additional credits applied to these criteria may be earned through Maryland Department of Education approved workshops.

SPECIAL REQUIREMENTS

ESSENTIAL KNOWLEDGE/SKILLS/ABILITIES: Candidates should have knowledge of the principles and practices of adult education; knowledge of instructional planning and teaching methods; skill in the use of assessment instruments; ability to develop appropriate educational goals and objectives; ability to establish and maintain an effective learning environment; ability to communicate effectively; both orally and in writing. 

CONDITIONS OF EMPLOYMENT: This position has been designated by the appointing authority as sensitive in nature. Employees in this position are subject to Substance Abuse Testing in accordance with Code of Maryland Regulation 17.04.09, Testing for Illegal Use of Drugs.

All potential applicants shall be screened for security purposes prior to being offered a position.  This screening is a routine procedure for all employees required to work in State Correctional Institutions and shall consist of fingerprinting and background investigation by the CJIS-Central Repository.  Proof of eligibility to work in compliance with the Immigration Reform and Control Act is required.

All candidates are subject to background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of unemployment overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

DLLR’s Correctional Education Program operates in Maryland state correctional facilities in partnership with the Department of Public Safety and Correctional Services (DPSCS).  As an employee of this Program, you must strictly adhere to the DPSCS’s Standards of Conduct and Internal Administrative Disciplinary Process.  Any violation of those standards may subject you to DPSCS disciplinary measures, including the barring of your entry from State correctional facilities. Should this occur, DLLR may then remove you from your position and, if there are no comparable positions available for which you are qualified and from which you have not been barred, your employment may be terminated.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.

A copy of your proof of eligibility (DD 214) for Veterans’ Credit must be in this office and completely verified before Veterans’ Credit will be approved.  Permanent State employees do not need to submit proof of eligibility for Veterans’ Credit.
