Introduction

The Department of Labor, Licensing and Regulation, Division of Workforce Development & Adult Learning is accepting applications from qualified candidates for the position of Teacher, Trades and Industry with a specialty in the welding trade in a correctional facility.  The resulting eligible list will be used to fill this position or function only.  Persons interested in future positions will need to reapply.

Main Purpose of Job

To provide occupational instruction in Welding theory and practical application to incarcerated adults in order to enhance employment opportunities upon release.

POSITION DUTIES

Planning, developing, conducting and assessing classroom instructional activities in basic welding theory, safety, developing skills in Oxyfuel cutting, plasma arc cutting, air carbon arc cutting and gouging, base metal preparation, weld quality, SMAW equipment and setup, shielded metal arc electrodes, SMAW beads and fillet welds, joint fit-up and alignment, SMAW groove welds and backing, and SMAW open Y groove welds. Also maintaining educational records, tracking achievement of desired program outcomes by coordinating and administering tests in accordance with accepted reporting procedures. 

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Possess as a minimum secondary school diploma or the equivalent.

Experience: Possess a minimum of three (3) years of official verifiable satisfactory occupational experience directly in the welding trade.

1. All experience must be within ten (10) years of the issuance of the certificate; and includes one (1 ) year full-time employment

A COPY OF A CURRENT MARYLAND STATE DEPARTMENT OF EDUCATION CERTIFICATE AND/OR TWO SEALED OFFICIAL COPIES OF ANY COLLEGE TRANSCRIPTS MUST BE SUBMITTED WITH APPLICATION.

SELECTIVE QUALIFICATIONS

Candidates should have knowledge of the principles and practices of adult education; knowledge of instructional planning and teaching methods; skill in the use of assessment instruments; ability to develop appropriate educational goals and objectives; ability to establish and maintain an effective learning environment; ability to communicate effectively; both orally and in writing.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Teachers in State operated school programs are required to acquire and maintain certification to teach in the State of Maryland per Section 6-101 of the Education Article of the Annotated Code and Code of Maryland Regulations (COMAR) 13A.12.01.03B(2). Applicants recommended for appointment will be required to complete an Authorization and Verification of Credentials. Additional educational credits beyond the Advanced Professional Certificate must meet the following criteria established by the Institutional Educators Pay Plan Committee in order to qualify for application toward the APC plus 30 (60) levels:

Credits must be beyond the education level held at the time the educational requirements for the Advanced Professional Certificate were met and must either relate to the current job responsibilities or be part of an employer approved program of study. Credits mean semester hours from a regionally accredited college or university or Maryland State Department of Education approved workshops. No more than one half of any additional credits applied to these criteria may be earned through Maryland Department of Education approved workshops.

SPECIAL REQUIREMENTS

CONDITIONS OF EMPLOYMENT: This position has been designated by the appointing authority as sensitive in nature. Employees in this position are subject to Substance Abuse Testing in accordance with Code of Maryland Regulation 17.04.09, Testing for Illegal Use of Drugs.

All potential applicants shall be screened for security purposes prior to being offered a position.  This screening is a routine procedure for all employees required to work in State Correctional Institutions and shall consist of fingerprinting and background investigation by the CJIS-Central Repository.  Proof of eligibility to work in compliance with the Immigration Reform and Control Act is required.

All candidates are subject to background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of unemployment overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

DLLR’s Correctional Education Program operates in Maryland state correctional facilities in partnership with the Department of Public Safety and Correctional Services (DPSCS).  As an employee of this Program, you must strictly adhere to the DPSCS’s Standards of Conduct and Internal Administrative Disciplinary Process.  Any violation of those standards may subject you to DPSCS disciplinary measures, including the barring of your entry from State correctional facilities. Should this occur, DLLR may then remove you from your position and, if there are no comparable positions available for which you are qualified and from which you have not been barred, your employment may be terminated.

A copy of your proof of eligibility (DD 214) for Veterans’ Credit must be in this office and completely verified before Veterans’ Credit will be approved.  Permanent State employees do not need to submit proof of eligibility for Veterans’ Credit.
