Main Purpose of Job

The Department of Information Technology (DoIT) is seeking a candidate to be the Chief of Applications. This position has high-level oversight over the Division and Portfolio Managers that operate programs that deliver applications to other state agencies. These applications include Google Apps for Government, Financial Management Information System (FMIS, ADPICS and RSTARS), personnel and benefits (including Workday), timekeeping applications (MD Time, TESS), and budgeting applications (CBIS, HOBO). This position also oversees the GIS Program, Web Application and e.Government Program, the technical services team consisting of database administrators and application developers, and the Application Service Desk. This position serves as one of the highest levels of management at DoIT, providing high-level oversight over 5 Portfolio Managers and the Technical Services Director. This is a management service position that will serve at the pleasure of the appointing authority.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: A bachelor's degree from an accredited college or university.

Experience:  

 Five years of experience managing software development teams;

Three years experience in providing technical strategy to an organization;

Three years experience managing the operations of an enterprise application supporting the mission of an organization;
Three years experience managing the operations of human resource, financial management or business   intelligence applications is preferred;

 Three years of experience preparing and managing budgets in excess of $2M annually;

 Experience working directly with senior management in an IT advisory role;

 Expertise in multiple technologies (including Java, .Net, SharePoint, mobile applications, SQL server, Oracle, etc.) across software engineering, GIS, data security, data interchange, data management, etc.

DESIRED OR PREFERRED QUALIFICATIONS

Education: A bachelor's degree in Computer Science or similar technical field.

Experience: Experience managing resources providing application support to end users

(application help desk).

ITIL foundations training.
