Main Purpose of Job

The Director of Health Systems and Infrastructure Administration leads overall policy, planning, and service delivery initiatives involving a wide array of public and private health systems across the State. The Director reports directly to the Deputy Secretary for Public Health Services and is responsible for the mission, activities and achievements of the Office of Planning and Policy, School Health Administration and the Office of Local Health Core Funding. The Director is an Administration leader with cross-cutting responsibilities to partner with and effectively collaborate with all other Public Health Services and Behavioral Health Administrations, the Deputy Secretary for Health Care Financing and the Office of Minority Health and Health Disparities. The position works collaboratively with the Director of the Office of Population Health Improvement. The incumbent oversees the mission, planning, operations and performance relationship with, associated data and performance of federally qualified health centers and other safety net providers; the Office of Rural Health; the Loan Assistance and Repayment Program, and oversight of the State Core Funds grant program to all local health departments. The Director oversees all activities to identify, analyze and interpret health status indicators and other health-related data; oversees the development and dissemination of data on medically underserved areas in the State; and provides technical assistance to DHMH programs and community groups and organizations in efforts to increase the availability of health services. The position also provides guidance on external health systems to the Secretary, Deputy Secretary, Department and Commission leadership, local health officers and local planning coalitions, hospital and other health system leaders. The Director gives direction in interpreting health status indicators, determining target areas for public health interventions, assessing program effectiveness, promoting collaborative partnerships to improve population health and developing plans for the distribution of State and federal dollars.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Qualified candidates must possess a Bachelor's degree and six years of health or human services administration or professional experience, including three years at a supervisory or management level.  A Master's degree is preferred and will substitute for one year of general experience.  A Doctorate will substitute for two years of general experience. 

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidates will have proven experience developing and/or managing strategic partnerships between health systems which result in improved population health outcomes.
