Introduction
This is a Management Service position that serves at the pleasure of the Appointing Authority.
*The State’s salary range is $72,168 - $105,322 and Montgomery County Government will provide a salary supplement commensurate with experience. The supplement is an addition to the State salary which could result in a combined salary between $150,000- $160,000.

This office is approximately 30 minutes from Washington, D.C., 1 hour from Annapolis, and 1 hour from Baltimore.
Main Purpose of Job
The Maryland Department of Human Resources (DHR), in cooperation with the Montgomery County Government, seeks a strong administrator to serve as Social Services Officer and Chief of Children, Youth and Families. The SSO/Chief will direct all program activities including Child Welfare, Family and Adult Services, Financial Assistance Programs, and Nutrition Assistance. In addition, the Chief will also manage programming related to Early Care and Education, Linkages to Learning, the Community Schools Program, Positive Youth Development and other local initiatives and partnerships. The position has a staff of approximately 450 and a $62.5 million operating budget.
Montgomery County is a progressive county with a population of approximately one million residents.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
Applicants must have a Master’s Degree in Social Work or a related field such as Psychology, Sociology, Counseling, Education, Family Studies, Human Development, Human Service Administration, Mental Health, Public Administration, Business Administration, and Social Science, and at least five (5) years of professional employment in social services administration or supervision.
DESIRED OR PREFERRED QUALIFICATIONS
Preferred qualifications include, but are not limited to: extensive (7 years) human services experience to include five (5) years of professional experience in the administration of children, youth, and family service programs; extensive experience in social work or related field with at least four (4) years in a managerial capacity which included responsibility for fund and budget administration, program planning, managing legislative relationships, implementation, and administration.
Desired qualifications include strong leadership and management skills, ability to implement change, motivate staff, maintain relationships, and strong verbal and written communication skills.
SELECTION PROCESS
