Main Purpose of Job

This Deputy Chief Financial Officer will assist the CFO in the operation of the Budget & Revenue Administration and the Fiscal Services Administration and assist in coordinate budget presentations within the Department of Health and Mental Hygiene. There are five units reporting to this position - Budget Management Office, Division of Reimbursements, Division of Cost Accounting and Fee Coordination, Fiscal Services Administration and General Accounting Office.

  • The Budget Management Office is responsible for budget formulation for each of the Department's programs, which have an aggregate budget of $10 Billion in Fiscal Year 2014. BMO also coordinates expenditure management activities for each of the programs. The federal subsidy section of BMO coordinates federal grants applications and awards.
  • The Division of Reimbursements is responsible for billing and collecting the cost of in-patient and out-patient services provided at facilities operated by the Department of Health and Mental Hygiene. The revenues generated by this Division amounted to $60 Million in Fiscal Year 2013.
  • The Division of Cost Accounting and Fee Coordination is responsible for fee coordination activities for community services, preparation of the Department's indirect cost report, preparation of hospital cost reports, and audit settlement for human services providers.
  • The General Accounting, Grants and Local Health Accounting and FMIS Coordination Divisions responsibilities of the units under this directorate include ensuring implementation and support of FMIS functions, preparation of accurate and timely financial information.
  • The Fiscal Services Administration has the responsibility to provide fiscal support services and oversight to assure accountability, promptness responsiveness and fairness in the application of DHMH or State regulations and policies.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Qualified candidates will possess a bachelor’s degree or higher in accounting or a related finance or business field and at least 3 years of managerial experience in the financial or budget field, including the supervision of at least 5 budget/fiscal analysts.  Experience with management of a budget over $100 million for at least 3 years will substitute for 2 years of supervisory experience.

5 years of governmental fiscal experience preferred.
