Main Purpose of Job

This position is the assistant to the Chief Information Officer and has responsibility for the preparation of all information technology budget, planning and procurement submissions and for the management of technical services related to the agency’s website, centralized print services facility, Maryland Business Entity System (MBES) imaging facility and data exchange with outside agencies.  The position reports to the Chief Information Officer. 

NATURE OF WORK

This position functions as the deputy to the Office of Information Technology (OIT), Chief Information Officer (CIO). Responsibilities include but are not limited to assisting in the oversight and operational infrastructure concerning all information technology, budget development & replacement budget: planning, and procurement submissions, and training initiatives. This position provides procedural and technical management knowledge to ensure agency growth. Overseeing and working with the AAVS system which includes SQL databases and mainframe databases.

KNOWLEDGE, SKILLS AND ABILITIES

Candidate Profile:

  • Demonstrate experience providing exceptional leadership and customer service to agency heads, program managers, personnel directors, employees and citizens
  • Possess a broad range of technology management, project management and performance management experience
  • Strong understanding of the State's legislative and regulatory requirements for Information Technology
  • Excellent oral and written communication skills with all levels of internal and external customers

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Bachelor's degree from an accredited four-year college or university in Computer Science, MIS, Systems, Engineering, Technical Operations Management , or related disciplines or equivalent combination of education and experience.

Six (6) years of increasing technical, managerial and or supervisory responsibilities in a private or public sector environment.

An advanced degree (MSA, Master’s or Doctorate) is preferred.

DESIRED OR PREFERRED QUALIFICATIONS
