Introduction

The Department of Labor, Licensing and Regulation, Division  of Labor and Industry is accepting applications from qualified candidates for the position of Program Manager IV in the Safety Inspection Unit.  This is a Management Service position and serves at the pleasure of the appointing authority.  

IMPORTANT:  This recruitment is limited to current employees in the Division of Labor and Industry.

LOCATION OF POSITION

Baltimore City

Main Purpose of Job

To manage programs and supervise program chiefs whose core focus and responsibility is the conduct of inspections and investigations related to Public Safety*. The central function of the activities involves the application of the Annotated Code of Maryland, COMAR regulations, consensus codes and standards, and manufacturer's criteria. The Program Manager harmonizes and coordinates all activities to ensure that the mission is accomplished within the parameters established by the Commissioner of Labor and Industry. (*the erection, installation and operation of amusement rides; elevators, equipment and vertical transportation devices; railroad operations, track, and equipment; fired and unfired pressure vessels, including boilers, throughout Maryland.)

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education:  Bachelor's degree

Experience:  Two years of demonstrated experience in National Consensus Standards  Use and Applications.

Must also have experience in program management.

Notes:  1.  Education at an accredited college or university may be substituted at the rate of 30 credit hours per year for the required education.

2.  Experience supervising personnel that apply and use national consensus standards in their daily work may be substituted on a year for year basis for the required education.

SELECTIVE QUALIFICATIONS

Knowledge of National Consensus Standards Use and Application is essential.

LIMITATIONS ON SELECTION

This is an internal recruitment limited to current permanent and contractual Division of Labor and Industry employees.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.  

SELECTION PROCESS

Applications that meet the qualifications will be referred to the hiring unit for interview selection. Units will select those candidates most closely demonstrating the qualifications for interview.

Military Veterans may qualify for additional bonus points towards certification. A copy of your proof of eligibility (DD 214) for Veterans’ Credit must be in this office and completely verified before Veterans’ Credit will be approved.  Permanent State employees do not need to submit proof of eligibility for Veterans’ Credit.
