Main Purpose of Job

The Department of Information Technology (DoIT) is the central agency responsible for providing IT related services and products statewide. DoIT provides all of the Executive Branch agencies with a catalog of services, including technical support, networking, web development and hosting, geospacial information, procurement oversight and support and project oversight and advisory services. The IT Procurement Unit, which is part of DoIT's Administration Division, encompasses three branches: IT Procurement Management, BPW/MBE Liaison and Contract Oversight. All of these branches have broad statewide authorities. The Director of IT Procurement and Contract Management directs, supervises and manages the services related to procuring IT products and services, as part of DoIT's responsibility as a principal procurement unit for state government. The IT Procurement Unit is responsible for developing and executing procurements on behalf of customer agencies, where appropriate; oversight of all IT purchases and procurements over the authority delegated by the Governor and/or the Legislature; identifying and executing opportunities for consolidation and standardization across the state enterprise for both contracted services and products; identifying and executing tolls (such as master contracts) to assist agencies in conducting efficient procurements; and assisting agencies to develop and manage all MBE/SBR goals related to IT procurement and contracts, and monitoring their compliance. The Director of IT Procurement and Contract Management is responsible for managing a team of Business Analysts, Technical Analysts, Technical Writers and Procurement Officials comprised of contractor and state employees with expertise in large and complex major IT development projects. The Director serves as advisor to the senior management of all customer agencies at the Secretary level, coordinating actions also with agency Assistant Attorneys General and the Board of Public Works staff. The Director also represents DoIT in official matters related to information management and technology procurements. This position will serve at the pleasure of the appointing authority.

Candidate Profile:

Proven experience in successfully managing complex information technology procurements and contract management.

Proven experience in developing and implementing effective procurement policies and procedures, and tracking measureable project process improvements.

Ability to establish and maintain professional and productive relationships within a matrix organization.

Comprehensive understanding of project management principals such as PMBOK.

Understanding of complex State procurement and contract management regulations and laws.

Excellent oral and written communication skills with all levels of internal and external customers.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Bachelor's degree from an accredited college or university in Computer Information Systems, Management Information Systems or other related information systems fields, Business Administration, technical writing or Planning.

Experience: Five to seven years experience successfully managing complex information technology, financial and/or related procurement projects and contract management.

DESIRED OR PREFERRED QUALIFICATIONS

PMP certification from the Project Management Institute.

Knowledge of the PMBOK principals of project management and procurement.

Masters degree from an accedited college or university Computer Information Systems, Management Information Systems or other related information systems fields, Busines Administration, technical writing or Planning or coursework.
