Introduction

THIS IS A POSITION SPECIFIC RECRUITMENT LIMITED TO CURRENT PERMANENT AND CONTRACTUAL EMPLOYEES OF THE MARYLAND DEPARTMENT OF THE ENVIRONMENT.  THIS RECRUITMENT WILL BE USED TO FILL CURRENT AND FUTURE VACANCIES FOR THIS POSITION/FUNCTION ONLY.  THE RESULTING CERT LIST WILL BE MAINTAINED FOR ONE YEAR.  PERSONS INTERESTED IN FUTURE VACANCIES WITHIN THIS CLASSIFICATION WILL NEED TO RE-APPLY.

Main Purpose of Job

This position serves as the Program Manager of the Waste Diversion and Utilization Program and reports to the Director of the Land Management Administration.  Responsibilities include:  supervising and evaluating the activities of 30 subordinate program staff; coordinating activities at the State, federal and local government levels; communicating program activities to the general  public, media, elected officials, and the private sector; representing MDE before legislative workgroups; ensuring the implementation of Maryland's Recycling Program, including overseeing all State agency and County government recycling programs; directing and coordinating the technical activities for the hazardous waste permitting and authorization program; directing and coordinating the technical review of sewage sludge and animal feeding operations permits and the compliance and enforcement activities for animal feeding operations; performing resource analyses, and developing and implementing policies; and managing an approximately $6.8 million Program budget, including managing federal grants and special funds upon which the Program operates.  This senior level position requires strong management, technical, communication, negotiation and interpersonal skills.  THIS POSITION IS A MANAGEMENT SERVICE APPOINTMENT AND WILL SERVE AT THE PLEASURE OF THE APPOINTING AUTHORITY OF THE MARYLAND DEPARTMENT OF THE ENVIRONMENT.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Possession of a Bachelor's degree from an accredited college or university that includes a minimum of 30 credits in:  engineering; biological, environmental, physical or earth sciences; or other related degree

Five years of experience supervising professional staff in an environmental field or experience as an environmental project manager including assigning tasks, setting priorities and reviewing work products.

NOTES

(1)  Professional or scientific experience related to natural resources, environment or public health may be substituted on a year-for-year basis for the required education.

(2) Registration as an Environmental Sanitarian, Professional Engineer, or a Juris Doctorate degree may be substituted for the required education.

(3) One additional year of experience in professional scientific, natural resources, or environmental or public health may be substituted for the 30 specialized academic credits.

SELECTIVE QUALIFICATIONS

Three (3) of the required five years of experience must have been in enforcement and administration of environmental or public health laws in the State of Maryland.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties that require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a valid motor vehicle operators license.

If you are in State service and are a promotional candidate, your salary will be determined in accordance with State of Maryland Salary Guidelines.

This is a Management Service classification.  No examination is required.
