Main Purpose of Job

This position assists the Director of Maryland Water Quality Financing Administration (MWQFA) in administering the Water Quality Revolving Loan Fund (WQRLF), the Drinking Water Revolving Loan Fund (DWRLF), and the Bay Restoration Fund. Specific duties involve overseeing priority systems, project selection, grant applications for funding (Intended Use Plans), operating and capital budgets, applicant credit analysis, loan origination including linked deposit bank loans, Minority/Women Business Enterprise (M/WBE)compliance,payment disbursements, preparation of WQRLF & DWRLF annual reports and WQFA financial statements, and assisting the Director with policy matters and issuance of revenue bonds. The position directly supervises 3 division managers/specialists and report to the MWQFA Director. This is a Management Service position and serves at the pleasure of the Appointing Authority.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Bachelor's degree from an accredited college or university in Business/Business Administration, Finance, Accounting, Economics, Environmental Engineering or a related field and five (5) years experience in the areas of:  Loan & Grant Accounting;Accounting Systems/Financial Management Information System (FMIS); Credit Review/Analysis of Audited Financial Statements; Preparation of Capital and Operating Budgets; Revenue Bond Issuance and Preparation of Annual Disclosure Documents, Loan Underwriting, Taxable and tax-exempt bonds.  Three (3) years of the above required experience should have been in the direct supervision of a professional staff.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate have experience with:

  • Loan and Grant Accounting;
  • Credit Review/Analysis of audited financial statements;
  • Analysis of federal/State regulations;
  • Preparation of spreadsheets (MS-Excel); report (MS-Word), presentations (Power point);
  • Preparation of capital and operating budgets;
  • Issuance of revenue bonds.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties that require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a valid motor vehicle operator's license.

If you are in state service and are a promotional candidate, your salary will be determined in accordance with State of Maryland Salary Guidelines.
