Introduction

The Maryland State Retirement Agency has an INTERNAL ONLY POSTING for a Deputy Director of Data Control (Program Manager III) within the Agency’s Administration Division/ Data Control Unit, located at 120 E. Baltimore Street, Baltimore, Maryland. The Maryland State Retirement Agency is the administrator of the Maryland State Retirement and Pension System. The System is a multi-employer, public employees’ defined benefit retirement system composed of twelve (12) separate retirement and pension systems with additional plan components, covering approximately 193,000 active members and more than 137,000 retirees and beneficiaries.

Main Purpose of Job

The Deputy Director of Data Control position is a highly skilled managerial position responsible for assisting the Data Control Unit Director in the development, implementation, and execution of polices, programs, plans, budgets, and procedures. Working with the Director, the Deputy Director assigns priorities and allocates resources, personnel, funds, and equipment to manage the needs of the entire Unit. Additionally, the Deputy Director provides administrative oversight to ensure adequate internal controls, exercises direct supervision over two mid level managers, and exercise indirect supervision to six first-line supervisors. The responsibilities of the two main Sections of the Unit are briefly summarized as follows: The Employer Reported Data Section is responsible for enrolling new members into the System, collecting, processing, and reconciling retirement payroll data reported to the Agency for almost 200,000 active members by over 100 separate reporting centers, maintaining the accuracy of data with the Agency's active master database through reviews, audits, and adjustments, and processing fiscal year end close processes. The Membership and Retirement Section is responsible for managing member requests for purchase of prior service, processing applications for military credit, processing member transfers of service, managing the Agency's voucher disbursement process, processing vendor deductions from retirement payments, tax reporting, completing death verification and earnings limitation audits, coordinating all Agency automated data processing job submissions, initiating retiree address changes, awarding cost-of-living-adjustments, and reconciling the retiree database master file containing over 125,000 retiree and beneficiary records. To provide proper oversight, management, and technical direction to these Sections, the Deputy Director must attain and maintain expert level knowledge of the laws, regulations and policies governing the administration of the System. The Deputy Director must use their expert knowledge of these laws, regulations, and policies to develop, design, and execute processes and procedures which provide for sufficient controls to ensure the accuracy and integrity of data maintained in the Agency's master database files and information and benefits provided to members and payees of the System.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: A bachelor’s degree in Accounting, Finance, Economics, Business Administration, or related field.

Experience: Seven years of experience examining, analyzing and interpreting financial data, reconciliations, and adjustments. Four years of supervisory and program management duties.

Note: Possession of an advanced degree in a related field or professional accounting designation (CPA) may be substituted for 2 years of experience.

SELECTIVE QUALIFICATIONS

Must be a current employee of the MD State Retirement Agency.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.  Please do not submit a copy of your driver's license.

The list will be valid for at least one year and may be extended.
