Main Purpose of Job

The Office of Health Care Quality (OHCQ) is the agency within the Department of Health and Mental Hygiene charged with monitoring the quality of care in Maryland's 14,452 health care facilities and community-based programs. The OHCQ licenses and certifies health care facilities; conducts surveys to determine compliance with state and federal regulations; and educates providers, consumers, and other stakeholders through written materials, websites, and presentations. The Director of Quality Initiatives will be responsible for the development, implementation, and monitoring of the Office of Health Care Quality's strategic planning process; internal and external quality initiatives; training; educational activities for consumers, providers, and stakeholders; the administration of grants funded by civil money penalty monies, grant applications, and mandated grant reports. In conjunction with the Executive Director, the Director of Quality Initiatives is responsible for the agency's regulatory efficiency, that is, how to use limited resources to fulfill our mission. The Quality Initiatives program is unique to the OHCQ's mission and operations and is not found in other State agencies. Ultimately, this position is responsible for the ensuring the quality of care throughout the health care system in Maryland. This individual is responsible for the unit's budget and the supervision of seven staff and lead to the remaining staff, with the exception of the Executive Director and the Chief of Staff.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Bachelor’s degree and six years of professional health or human services administration experience, including three years at a supervisory or management level.  Qualified candidates must have at least 2 years of experience in program evaluation, workforce development and grant work.

A Master’s degree will substitute for one year of general experience.  A Doctorate will substitute for two years general experience.  Additional experience will substitute year-for-year for the college degree.

This is a management service position.
