Introduction

The Maryland Department of Disabilities (MDOD) is seeking applicants for the position of Director of Community Living Policy.  The successful candidate will be responsible for the development and expansion of community living and long term care policy initiatives as well as training, technical assistance, and public awareness activities related to this policy domain.  The Community Living Policy Director will provide leadership, training, and guidance to Department staff and collaborate with other State Agencies to ensure that individuals with disabilities have access to high quality community living and long term care options.  The State of Maryland offers a generous employee, health, retirement, and leave benefits package.  This is a Management Service (MS) position.  Individuals appointed to MS positions serve at the pleasure of the appointing authority.

Main Purpose of Job

This position is responsible for the development and expansion of community living and long term care policy initiatives as well as training, technical assistance, and public awareness activities related to this policy domain.  The Community Living Policy Director will provide leadership, training, and guidance to Department staff and collaborate with other State Agencies to ensure that individuals with disabilities have access to high quality community living and long term care options.

POSITION DUTIES

The following are essential functions of this position (not all inclusive):

 ·  Develops resource materials for use in training opportunities with agencies supporting people with disabilities to   develop plans and implement strategies for long term care and community based services that reflect knowledge of Medicaid requirements and Home and Community based waiver programs.

· Analyzes federal and state regulations pertinent to long term care services and prepares impact statements for Secretary and Department’s response and researches best practices and studies trends in other states that can improve such services for people with disabilities in Maryland.  

· Works with relevant units of State government, the General Assembly, and the disability community to ensure that the needs of people with disabilities are considered in long term care and community based services planning done by the State of Maryland and incorporate this information in the State Disabilities Plan. 

· Coordinates with agencies throughout the state to provide or expand Community Living and Long Term Care Services;

· Develops new programs, services, and partnerships to expand Community Living Options;

· Identifies and secures additional funding and collaboration to expand and sustain Community Living and Long Term Care Services;

· Communicates with constituents, legislators, and State Agency staff and writes responses to these inquiries, and

· Coordinates efforts with all other programs and activities of the Maryland Department of Disabilities.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education:  Possession of a Master’s degree or equivalent from an accredited college or university within Health, Human Services, Law, or a related field.

Experience:  Two years of professional experience working directly or indirectly with individuals with disabilities; at least two years of supervisory, administrative, or consultative experience.

Note:  Qualified candidates with a bachelor’s degree can substitute an additional three (3) years of professional experience working in the disabilities and/or human services field.

DESIRED OR PREFERRED QUALIFICATIONS

Desired/Preferred Qualifications:

·   Extensive knowledge of community living and long term care services financed through Medicaid.

·   Demonstrated experience and success initiating and implementing creative solutions to   accomplish program goals.

·   Demonstrated success creating partnerships with other entities to expand programs.

·   Excellent oral and written communication skills with all levels of internal and external customers.

·   Proficiency with MS Office Suite (Excel, PowerPoint, Word and Access).

LIMITATIONS ON SELECTION

The ideal candidate must be willing to travel throughout the state (state vehicle not available).

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
