Main Purpose of Job
The Bureau Chief (Child Welfare) is responsible for designing, implementing and ensuring the execution of the Ready by 21 program for our customers who are about to be released from Foster Care settings as well as homeless and inadequately housed youth with and without child welfare history. Ensures the provision of services for these young adults by setting the standard for utilization of services provided by the agency and those available in the immediate and outlying community to assist the youth with bridging the gap between child and adulthood; Enhances existing and negotiates new partnerships with churches, secondary, graduate schools, and businesses, in order to guarantee that the customer is availed of as many opportunities as possible. Coordinates and evaluates service delivery, program development, support services and makes the best use of resources; Responsible for developing as needed and maintaining procedures and controls which evaluate the efficiency and effectiveness of the quality of services rendered. Provides direction and administrative oversight for several line supervisors to ensure quality services and provision and compliance with State and Federal laws and regulations. Provides supervision of the Independent Living Coordinators currently assigned to the unit and assures their activities on behalf of this specific population are reflective of and coordinated with assigned supervisory staff. Additionally, provides supervision to all other assigned lower level staff.
POSITION DUTIES
The position is responsible for the organizational efficiency and administrative operations of the Policy and Ready By 21 Bureau within the Child, Adult and Family Services Division. It establishes overall policies and procedures for the program(s), oversees implementation and approves revisions. It establishes program goals, standards and controls to meet program objectives. It oversees and manages the personnel and financial resources of the program(s). It also oversees the development and training of program staff plans, coordinates, supervises and evaluates the work of subordinate supervisors; and it represents the department in a liaison capacity with managers and officials of other agencies concerning program activities.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
Education: Masters degree in Social Work (MSW) from an accreditated college or university.
Experience: Three (3) years of experience providing child welfare or adult services to vulnerable children, individuals or families.
DESIRED OR PREFERRED QUALIFICATIONS
Licensed Certified Social Worker (LCSW) OR Licensed Certified Social Worker - Clinical (LCSW-C).
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
