Main Purpose of Job

This position functions as the Assistant Director in the Bureau of Policy, Research and Training in the Office of Programs for the Family Investment Administration (FIA) within the Maryland Department of Human Resources (DHR). The incumbent in this position is responsible for planning, organizing, managing, developing, interpreting, writing and implementing Federal/State laws, policies and procedures in all aspects that facilitate the administration of the Family Investment Programs in all of Maryland's counties and the city of Baltimore. This position also evaluates existing programs, monitors local department procedures and make recommendations for reducing errors or the implementation of program revisions; responds to Federal and State audit issues and interpret programs and policies for other FIA and local department staff; and may be responsible for managing a portfolio of programs including, but not limited to, the Maryland Food Supplement Program and/or the Maryland Temporary Cash Assistance grant as well as other programs administered by FIA.

POSITION DUTIES

Supervises lead analysts responsible for federal reports for the FSP program, including the procurements; develops guidelines and procedures as well as monitors progress; recommends changes as needed in COMAR and interprets regulations for COMAR and Code of Federal Regulation; monitors fiscal resources; approves training material for accuracy and clarity; maintains internal and external communication; makes decisions that facilitate program accomplishments; advises other administrations on FIA programs, procedures and systems to develop and upgrade interactive programs with Child Support Enforcement, Community Services and Maryland Health Connection; represents DHR/FIA in legislative meetings, high level work groups, task force and interagency collaborations; assesses needs and timely schedules for customized training; develops training activities; rewrites regulations and training material to conform to legislative changes; reviews training module information and checks for compliance with legislative requirements; negotiates with vendors for services; and develops and manages relationships with various constituencies of programs including but not limited to federal agencies, advocates, legislators, services, executive staff of the Department and the general public.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: A Bachelor's degree from an accredited college or university in the following areas: Public Policy, Social Science, Political Science, Human Services Administration or related fields.

Experience: Seven years of administrative or professional experience. Three years of the required experience must have involved the supervision of others.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following: 

At least three years experience working with low-income programs. 

Familiarity with the following programs and/or agencies and the services each provides to the low-income population: Workforce Development, Food and Nutrition program, Maryland Department of Labor Licensing and Regulation, Department of Labor, Department of Health and Human Services, and the Department of Agriculture. 

Experience with State and Federal funded programs that provide assistance to adults and families.

Experience providing assistance to the unemployed population.

Experience monitoring and/or developing contracts for local, State or federal entities.

Experience with quantitative and statistical analysis.

Experience training and/or educating the adult population.
