Introduction

The Department of Labor, Licensing and Regulation is accepting applications from qualified candidates for Labor Exchange Administrator (Program Manager I) in the Baltimore County Office. The resulting eligible list will be used to fill the current vacancy and future vacancies.

Main Purpose of Job

Direct and coordinate all aspects of a Labor Exchange operation in a Workforce Investment Area to provide high quality services to customers and support the economic stability of the labor force, businesses and the community.

POSITION DUTIES

Organizes, assigns and manages the Labor Exchange activity in a Workforce Investment Area to meet goals and standards established by the agency and the Workforce Investment Board by performing the following:

• Preparing strategic plans, operational budget, Memoranda of Understanding (MOU), and statistical and narrative reports to outline program objectives and resources for achieving them;

• Participating as a partner in the Workforce Investment Act (WIA) One-Stop system by operating a One-Stop center or by managing the Labor Exchange functions in a One-Stop center. Specific duties may include the evaluation of performance and implementing required actions to meet standards for One-Stop services;

• Conducting personnel activities involving local area staff, including (but not limited to) interviewing and hiring potential staff, and supervising, evaluating, counseling and providing discipline, when necessary, to ensure an adequate level of customer service • Developing and administering contractual relationships and agreements with local WIA partners to deliver Labor Exchange services to specific customer populations;

• Managing the resources involved regarding the delivery of the One-Stop system. These resources include but are not limited to Wagner-Peyser, Veteran Services, Early Intervention/Dislocated Workers and contractual arrangements; Conducting a variety of facility activities such as initiating and reviewing local contracts or leases, requesting building repair and/or renovation to maintain a safe environment and following records and property control procedures to dispose of excess property.

Coordination of One-Stop Activities and Public Relations Represents, coordinates and markets Labor Exchange and other WIA One-Stop services to WIA partners and customers through community, interagency, business, and governmental associations by performing the following:

• Coordinating Labor Exchange activities with other agencies and organizations such as Social Services, Rehabilitation Services, economic development, public schools, community colleges, community and faith-based organizations, veterans’ service organizations, local Workforce Investment Boards, and others to continuously assess customer needs, improve customer services, enhance effectiveness, and avoid duplication;

• Ensuring that special programs (Veteran, Early Intervention, Dislocated Workers, Employer Outreach, Migrant and Seasonal Farm Worker, etc.) are accessible to customers, meet their needs, and achieve established goals;

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Bachelor's degree from an accredited college or university in Business Administration or Human Services or a combination of military and/or educational experience functionally equivalent to a bachelor's degree.

Experience: Six years of experience in an administrative or professional work capacity. Two years of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

DESIRED OR PREFERRED QUALIFICATIONS

Applicants with prior workforce development experience preferred.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of an unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
