Main Purpose of Job

This position functions as the Deputy Director, Bureau of Health Care Initiatives for the Maryland Department of Human Resources. In conjunction with the Director, the Deputy Director will oversee the implementation of the Affordable Care Act (ACA), the impact of Medicaid Expansion and Maryland Health Insurance Exchange initiatives. The incumbent in this position manages relationships with internal and external stakeholders, the Local Department of Social Services (LDSS), the Office of Technology and Human Services (OTHS), FIA's Offices of Operations and Programs, the Office of Medicaid and Eligibility Services at the Maryland Department of Health and Mental Hygiene (DHMH) and the Maryland Health Benefit Exchanges' (MHBE) implementation team and other project contributors; communicates project roles and responsibilities to internal and collaborating contributors and keeps the FIA management team, stakeholder, supporters, partners, etc., up to date on project deliverables, events and work group coordination efforts; oversees local department participation in the testing phase of ACA; determines the mode of delivery of training; reviews the development of training materials; and coordinates training introducing Medicaid Expansion and the Maryland on-line health care system to central and local department staff.

POSITION DUTIES

Reviews and assists in the development of policies and procedures that impact departmental policies and programs; develops policies, procedures and assigns priorities; provides input for the development of the budget, information technology and other resource needs; assists in the implementation of new legislation and regulations; develops training plans for FIA administration and local department staff; assesses needs and schedules customized training; makes recommendations, provides data, etc., to facilitate desired program outcomes; advises administrations on ACA, procedures and systems to develop and upgrade interactive programs; participates in high level workgroups, task forces and interagency collaborations; develops, manages and establishes effective contacts and relationships with various constituencies; directs, supervises, evaluates performance and monitors the work of program analysts and lead case managers.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education:  A Bachelor's degree from an accredited college or university. 

Experience: Six years administrative or professional experience and four years of this experience must include the following: performing project management, contract management, personnel administration and/or determining eligibility for a government assistance program. 

Note:  Additional experience performing project management, contract management, personnel administration or determining eligibility for a government assistance program may be substituted for the required education.

SELECTIVE QUALIFICATIONS

One year of required experience must have been as an administrator, program manager and/or a training facilitator of a government program.

DESIRED OR PREFERRED QUALIFICATIONS

Experience as a training facilitator. 

Two years determining eligibility for the Department of Human Resources (DHR) or the Department of Health and Mental Hygiene (DHMH) programs.
