Main Purpose of Job

This position functions as the Director, External and Corrective Action Audits reporting to the Assistant Inspector General. This position is responsible for providing leadership and involvement in creating and sustaining OIG values, organizational direction, performance expectations, customer focus and a management environment that promotes excellence.

POSITION DUTIES

Develops and maintains Performance and Special Audits programs used in the DHR- Headquarter audit process.

Plans, coordinates and supervises corrective action audits of Local Departments of Social Services.  This is done in accordance with professional standards promulgated by the Institute of Internal Auditors (IIA), government auditing standards and generally accepted auditing standards issued by the American Institute of Certified Public Accountants (AICPA).

Interprets laws, regulations, contractual agreements and DHR policy statements as they relate to audit requirements of the DHR- Headquarter. 

Provides the final quality assurance for audit related activities of the OIG, such as conducting special audits and contractual audits, reviewing and approving critical working papers and audit findings, and assuring that sufficient competent evidential matter exists to document significant findings of non-compliance. 

Finalizes written reports addressing findings and related recommendations for submission to the Secretary, and prepare and distribute other necessary correspondence to the Secretary and Executive Staff.

Conducts periodic conferences with management of DHR Administrations or Local Departments to discuss findings and recommendations for program improvement.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Possession of a bachelor's degree in accounting from an accredited college or university or a bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing.

Experience: Five years of experience conducting financial and operational internal audits that include elements for finance and compliance, economy and efficiency, and program results.  

Notes:  

1. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.  

2. Possession of a certificate as a Certified Public Accountant or Certified Internal Auditor or a master’s degree in accounting from an accredited college or university may be substituted for one year of the required experience.  

3. Applicants may substitute one year of professional accounting experience for one year of auditing experience.

DESIRED OR PREFERRED QUALIFICATIONS

Possession of a certificate as a Certified Public Accountant (CPA) or Certified Internal Auditor (CIA).

LIMITATIONS ON SELECTION

Limited to candidates willing to accept employment in Baltimore City.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator's license valid in the State of Maryland.
