Main Purpose of Job

The Small Business Health Options Program (SHOP) Manager, under general direction of the Plan & Partner Management Director, is responsible for the day-to-day operational strategy, policies, standards, and procedures of the Small Business Health Options Program. The manager position will be responsible for management of implementation efforts and oversight of contracted third party administrators (TPA).

POSITION DUTIES

Program Policy

  • Given stakeholder input, create strategy, design, development, and implementation approaches for the SHOP. Implement policies, processes, standards and procedures to address significant issues, including small-employer tax credits, collection of premiums, enrollment, plan payment, participation targets and administration needed to maximize the use of the SHOP.

Program Implementation

  • Manage relationships and provide support for TPAs who are contracted to run an online marketplace and/or back office administration on behalf of the Exchange.
  • Oversee the design, development, implementation, testing, and ongoing improvements of the SHOP program.
  • Develop programs key to the success of SHOP including but not limited to data tracking and customer feedback processes.

Administrator Oversight

  • Responsible for oversight of relationships with certified third party benefit administrators (TPAs) to ensure continual satisfaction, training, compliance and long term participation with the Exchange.
  • Act as liaison between TPA and the Exchange IT department.
  • Reviews/approves payments to TPAs.
  • Acts as the TPA contract coordinator for the procurement department.
  • Meets regularly with certified TPA decision makers to discuss partnership and performance issues.
  • Provides training on Exchange policies and procedures.

Communications

  • Updates internal Exchange stakeholders as appropriate.
  • Represent Maryland SHOP at meetings involving key stakeholders including high-level health insurance representatives, the Office of the Insurance Commissioner, small business groups, issuers, and other external stakeholders.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

  • Bachelor’s Degree in Public Health, Public Administration, Business Administration, or related field
  • Six (6) years’ experience in the insurance sector, including working with small employers, health insurers, or health coverage stakeholder groups
  • 3 years or more of supervisory / management experience
  • Understanding of the policy issues associated with the health care insurance market and the need for coverage for small employers
  • Demonstrated experience with program, project or process management
  • Strong management and analytical skills
  • Demonstrated ability to work effectively and provide leadership in a team-based, collaborative environment.
  • Excellent communication skills, both oral and written.
     
    Note: Qualifying experience may substitute year for year of education.

DESIRED OR PREFERRED QUALIFICATIONS

  • A Master’s Degree in Public Health, Public Administration, Business Administration, or related field
  • Experience in the commercial health insurance market
  • A full understanding of producer (broker) and TPA operations
  • The ability to make presentations to large audiences
