This is a Management Service position. The incumbent will serve at the pleasure of the Appointing Authority.

POSITION DUTIES

The main purpose of this position is to manage the Audit Team. The incumbent will apply auditing techniques and analytical skills to evaluate operations and identify areas for improvement. Responsibilities include planning, performing, and documenting the results of technology, compliance, internal control, and operational audits of the Comptroller of Maryland's divisions, departments, units, and business processes.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Possession of a bachelor's degree in Accounting from an accredited college or university or a bachelor's degree from an accredited college or university with 30 credit hours in Accounting and related courses, including or supplemented by 3 credit hours in Auditing.

Experience: Five years of experience conducting financial and operational internal audits that include elements for finance and compliance, economy and efficiency, and program results.

Notes:

  1. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.
  2. Possession of a certificate as a Certified Public Accountant or Certified Internal Auditor or a master's degree in Accounting from an accredited college or university may be substituted for one year of the required experience.
  3. Applicants may substitute one year of professional accounting experience for one year of auditing experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Advanced academic work in Accounting and/or Information Systems
  • Familiarity with IRS and DoIT security requirements
  • Experience in planning and performing information systems audits and/or familiarity with federal or State of Maryland information systems
  • Excellent verbal and written communication skills
  • Excellent organizational skills

EXAMINATION PROCESS

Qualifying applicants may be subject to an oral interview.  Prior to appointment, the employee must successfully undergo a comprehensive background investigation including a review of criminal, MVA and tax records; and determination of legal authorization to work in the United States or under the United States Immigration Reform and Control Act of 1986.
