Main Purpose of Job

Directs the administration of contracts, intergovernmental agreements and procurement of all of the Department's youth programs and services, information technology projects, corporate purchasing card, interdepartmental and local governmental agreements and the agency personnel services and commodity needs. Ensures that State law, COMAR XXI, State procurement regulations and directives, advisories, policies and procedures are followed in all procurement activities, including Minority Business Enterprise and Small business participation. Is responsible for the data collection and reporting of reports to the Board and Governor's Office of Minority Affairs for MBE, Intergovernmental agreements and other contract and procurement activities. Represents the Department at the Maryland Board of Public Works regarding procurement activities, contracts and related items. Participates in committees and sub-committees of the Department related to contract management, best practices, strategic planning and procurement. Administers all contracts and agreements and mediates contract negotiations and disputes, debriefs unsuccessful bidders/offerors and promotes fair and effective procurement projects.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education:  A Bachelor’s Degree from an accredited college or university.

Experience: Six years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions. Two years of this experience must have involved the supervision of other employees.

LIMITATIONS ON SELECTION

Must be a current State of Maryland employee.
