Main Purpose of Job

The Chief Information Security Officer (CISO) will form and manage the Information Security and Privacy Office, a strategic office responsible for policies, standards, procedures and oversight, implementation, and monitoring of security operations by the Maryland Health Benefit Exchange (MHBE). This position will report to the Chief Information Officer. This position will implement applications development, maintenance and enhancement activities for core MHBE business systems inclusive of software configuration, new development, and ongoing operations using structured and standards based best practice methodology.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Bachelor's Degree from an accredited college or university with a major in Computer Science, Information Systems, Engineering, Business, or other related scientific or technical discipline. Must have current security certifications, including CISSP or CISM.

* 10 years of information technology experience including 5 years of management experience with solid background in information security and privacy protection key function areas and multi-agency or enterprise-wide administration expertise
* At least four years of experience implementing security programs in a government organization
* At least four years experience preparing and delivering effective presentations to legislative bodies of government and senior executive management
* At least four years experience preparing and managing operating budgets in a government organization
* Experience developing and implementing standards, policies, procedures and guidelines governing information resources security management and administrative operations
* Must have the expertise to understand the State's technical and business environment, familiarity with national security standards, experience with business continuity, disaster recover, auditing, risk management, vulnerability assessments, contract/vendor negotiations, and cyber- security and incident management
* Working knowledge of federal guidelines and standards related to IT security

* Must be able to work evenings, nights, weekends, and holidays as the work dictates *

DESIRED OR PREFERRED QUALIFICATIONS

* Experience in both government and private business a plus.
* Experience in leading major organizational change, identifying and managing risk.
* Knowledge of State budgeting and procurement process.
* Knowledge of information technology, including technical architecture, telecommunications, networks, databases, security and compliance, application data center management, and user onsite and mobile hardware and software needs.

^ Project Management Professional (PMP)
^ Information Technology Infrastructure Library (ITIL)
^ Governance of Enterprise IT (CGEIT)
^ Certified in Risk and Information Systems Control (CRISC)
^ Control Objectives for Information and Related Technology (COBIT)
