Main Purpose of Job

This is a professional position serving as the Chief of the Interagency Collaboration Branch under the supervision of the Assistant State Superintendent.

The Interagency Collaboration Branch Chief coordinates multiple, statewide service projects for children and students, ages birth through 21 in collaboration with The Department of Health and Mental Hygiene, Human Resources/Department of Social Services, Department of Disabilities, and Department of Juvenile Services, other state agencies and organizations.

The Branch Chief represents the Division at interagency meetings, task forces and work groups, and coordinates all of the Divisions participation in interagency collaborative efforts in support of the mission of the Division. This position serves as a liaison between non-governmental organizations to sustain lines of communication regarding services for children and youth in support of the initiatives focusing on closing the achievement gaps and providing effective public schools for every child in Maryland.

This position will support efforts that promote the achievement of Maryland's College and Career Standards.

POSITION DUTIES

Communicates orally and in writing with the Assistant State Superintendent regarding all aspects of interagency activities; researches, analyzes, and reports on current and/or emerging issues, and recommends positions, policies, and actions; directs and participates in building coalitions to engage local school systems, parents, advocacy groups, provider agencies, and community organizations in addressing critical needs in the home, school and community; develops short and long range plans for interagency program operations, establishes interagency program goals, standards, and measurements for program objectives; develops overall policies and procedures for interagency programs and activities; oversees their implementation, and approves any modifications or revisions; represents the Division in a liaison capacity with managers and officials of other agencies at interagency meetings, task forces, and workgroups concerning interagency activities, and communicates the Division’s position on interagency issues.

MINIMUM EDUCATION OR GENERAL REQUIREMENTS

EDUCATION:  Master’s Degree or equivalent 36 credit hours of post-baccalaureate course work in Special Education, Education, or a related field. EXPERIENCE:  Six (6) years of professional experience in coordinating or administering education based programs or services, including four years of experience supervising professional education or similar program staff. Experience in early intervention, preschool special education, inclusive early childhood education, autism, out of home care or related field is preferred.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of Maryland interagency collaboration on behalf of children with disabilities and their families, including interagency rate knowledge of trends, regulations, policies, and issues governing early intervention and special education programs; knowledge of programs that address public and private/non-profit sponsored support services; skill in collecting and managing data and information; ability to establish and maintain harmonious working relationships with internal and external stakeholders and staff; ability to communicate clearly and effectively both orally and in writing.
