Main Purpose of Job

This position is responsible for directing state and federal oversight and regulatory responsibilities for professional educator preparation including the approval of Continuing Professional Development courses led by Local School Systems; policy development and implementation in Maryland's PreK-20 teacher and principal preparation community while overseeing the implementation of alternative professional educator programs and providing technical assistance to Institutions of Higher Education regarding National CAEP and State evaluation site visits and the preparation of mandated state and federal reports.

POSITION DUTIES

Directs and manages the interpretation and implementation of laws, regulations, policies, and procedures governing professional educator preparation programs; develops new and revises existing regulation as required for State Board Action for the governance of educator preparation programs to include Maryland Approved Programs, Maryland Approved Alternative Preparation Programs and the effective oversight of Professional Development Schools; provides essential leadership within the Department, PreK-12 community, and the higher education community regarding matters pertaining to professional educator preparation and continuing professional development in order to improve teaching and learning in Maryland schools; manages the completion of the following Federal and State mandated reports, manages and supervises staff assigned to the branch, conducting performance appraisals and working with the office of Human Resources in the recruitment and hiring of new staff; provides leadership to Race to the Top managers and completing of all RTTT requisitions through September of 2014.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

EDUCATION: Master’s Degree or equivalent 36 credit hours of post-baccalaureate course work in Education, Educational Supervision/Administration, Educational Leadership or a related area.  

EXPERIENCE: Six years of related experience in coordinating or administering education programs related to school administration, supervision of teachers, higher education teacher preparation within universities, teacher training or experience as a principal with strong professional development experience is required. Administrative and/or supervisory experience is required.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of trends, regulations, policies, and issues affecting teacher education programs; knowledge of qualifying routes to teacher certification; skill in the use of standard office software; skill in the assessment of teacher education program components and the interpretation and application of statutory regulations, NCATE protocols,  and policies; ability to communicate clearly and effectively both orally and in writing; ability to manage multiple tasks; ability to establish and maintain harmonious working relationships with MSDE/LEA staff and academic faculty and staff within institutions of higher education.
