Introduction

This is a management service position which reports to the Assistant State Superintendent for the Division of Academic Policy and Innovation which is under the Office of School Effectiveness.  The position is responsible for successful leadership and management of The Breakthrough Center (TBC) in accordance with the strategic direction set by the State Superintendent of Schools, Deputy Superintendent of the Office of School Effectiveness, and the Assistant State Superintendent for the Division of Academic Policy and Innovation. Provides direction, leadership, and supervision to the statewide system of school support, overseeing staff, budget, and operations relating to the Center’s functions, including coordination and management of the Cross-Functional Support Team.

Main Purpose of Job

This is a management service position which reports directly to the Chief Performance Officer and is responsible for successful leadership and management of The Breakthrough Center (TBC) in accordance with the strategic direction set by the State Superintendent of Schools, Deputy Superintendents and the  Office of School Effectiveness. Provides direction, leadership, and supervision to the statewide system of school support, overseeing staff, budget, and operations relating to the Center’s functions, including coordination and management of the Cross-Functional Support Team.     

POSITION DUTIES

Leadership - Serves as spokesperson and provides on-going communication regarding The Breakthrough Center to the State Superintendent, the Chief Performance Officer, the Chief Academic Officer, the Chief Operating Officer,  Assistant State Superintendents, and the Cross-Functional Team; Fosters effective team work among MSDE Divisions and staff, including the Cross-Functional Team, local education agency (LEA) leaders and staff, parents and community members, and external service providers; and represents The Breakthrough Center at the United States  Department of Education  (USDE) and public policy and non-profit organizations’ meetings and community events/activities.  

Operational and Program Planning and Management - Develops an operational plan that incorporates goals and objectives consistent with the strategic direction of MSDE; Establishes and monitors performance metrics that provide data on the success of the work of The Breakthrough Center especially as it relates to student achievement.   Oversees efficient and effective day-to-day operations; prepares procedures to implement the policies recommended by the State Superintendent and approved by the State Board of Education; and, oversees the planning, implementation, evaluation, research and reporting activities of The Breakthrough Center’s functions, programs, services and special projects.  

Resource Planning and Management - Establishes innovative methods for attracting exceptional leaders, teachers, and administrators to contribute to The Breakthrough Center’s mission; works with MSDE Divisions, local school systems, and external partners to establish innovative approaches for maximizing human capital; ensures that all staff receives information about The Breakthrough Center and that appropriate training on its operational procedures is provided; and follows established federal and state  guidelines for  monitoring program and fiscal accountability related to identified  schools and LEAs.

Community Relations/Advocacy - Communicates with stakeholders to keep them informed of the work of The Breakthrough Center  and involves them in identifying changes in its approach, delivery, or target population; and, establishes good working relationships and collaborative arrangements with community groups, funders, legislative bodies, private organizations and businesses, and other organizations to help achieve the goals of The Breakthrough Center.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

EDUCATION:  Master’s Degree or equivalent 36 credit hours of post-baccalaureate course work preferably in Education, Education Supervision /Administration or a related field.   

EXPERIENCE:  Six years of professional experience in coordinating or administering education programs or services. Experience supervising professional staff, working knowledge of school climate challenges, school leadership needs, school instructional needs, and knowledge of executing innovative reform efforts are necessary. Experience as a public school principal is preferred as is direct, positive experience in leading school turnaround initiatives.   

Possession of a doctorate in a field related to this position may be substituted for one year of the required experience.  Two additional years of experience directly related to the position may be substituted for the required Master’s degree..

SELECTIVE QUALIFICATIONS

Knowledge of trends, research, policies, and issues affecting emerging priorities and concerns related to school and district improvement and school reform research-based improvement strategies as related to the operations of The Breakthrough Center. Ability to monitor, improve and effectively communicate the delivery and impact of the programs and services of the Breakthrough Center.    Experienced in strategic planning, budgeting, staffing, supervision and management. Skill in best practices project management and program leadership, including collaboration and interpersonal relationships.  Superior ability to communicate clearly, both orally and in writing; to coordinate, organize, and manage multiple tasks and timelines to ensure timely delivery of materials and projects; and to exercise initiative and sound judgment in making decisions. Ability to interpret State and federal policies, regulations, and laws as they relate to strategic planning, school reform initiatives and local school system practices. Ability to assess the impact of pending/proposed state and federal legislation on school reform and improvement; and recommend ways to communicate the impact of policy changes to local educational agencies, state and local government.

Conclusion
