Main Purpose of Job

This is a professional position serving as the Local Accountability Coordinator and Pre-kindergarten to Grade 12 (P12) Maryland Longitudinal Data System (MLDS) Liaison responsible for providing Accountability program support and technical assistance to local education agencies, Accountability Coordinators, other local school system personnel, and the general public regarding policies, procedures, and guidelines for implementing the Maryland Accountability program in the Division of Curriculum, Assessment and Accountability.

POSITION DUTIES

Implements administrative policies, procedures and guidelines for the Maryland Accountability program, P12 MLDS and educational web portals; conducts training and train-the-trainer sessions for Local Education Agencies (LEA’s) accountability personnel to ensure mandated accountability policies and procedures are understood including the presentation of the accountability data on the Learn MD portal;  responds to inquiries via telephone email, and print regarding policy and procedure issues related to the Department’s education accountability program and Learn MD portal; provides opportunities for dialog with stakeholders in the Local Education Agencies (LEA’s) and guidance to local accountability staff on issues related to the Department’s education accountability program, P12 MLDS and the Learn MD portal; organizes all aspects of and facilitates meetings with stakeholders in attendance or using technology.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

EDUCATION: Possession of a Master’s Degree or equivalent 36 credit hours of post-baccalaureate course work from an accredited college or university.

EXPERIENCE: Four (4) years of administrative or teaching experience in or affiliated with an education program; this experience to include coordinating or administering an education research program or education research related area. Experience in statistical analysis, applications development and research, or data management preferred; SAS (Statistical Analysis Software) experience desired.

NOTES:  1. Two additional years of experience directly related to the position may be substituted for the required Master’s Degree. 2. Possession of a Doctorate in a field related to the position may be substituted for one year of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred:Knowledge of P-12 MLDS and educational web portals such has Learn MD portal; knowledge of P-12 accountability program methodologies; skill in providing training and train-the-trainer session for LEA accountability personnel; skill in maintaining effective working relationships with internal and external teams; skill in managing timelines and deadlines; ability to interpret federal regulations; ability to organize and manage multiple tasks; ability to communicate clearly and effectively, both orally and in writing.
