Introduction

The Department of Labor, Licensing and Regulation is accepting applications from qualified current state of Maryland candidates for an HR Officer I within the Office of Human Resources - Recruitment and Retention Unit.  The resulting eligible list will be used to fill this position only. Persons interested in future positions will need to reapply.

Main Purpose of Job

The main purpose of this position is to perform the full range of recruitment, testing and employment duties for permanent, contractual, and temporary staffing within DLLR. This position will also handle special projects and other related duties within Office of Human Resources - Recruitment and Retention Unit, assist with New Employee Orientation, and various trainings and workshops.

POSITION DUTIES

A Human Resources (HR) Officer I is the full performance level of professional work in the administration of HR programs in the State Personnel Management System (SPMS). Professional HR work is characterized by the use of knowledge, discretion and independent judgment in the interpretation and application of HR laws, regulations, policies and guidelines to address a variety of administrative activities, problems, issues and projects.

HR Officer position duties include, but are not limited to the following:

Conducting pre-recruitment consultation meetings with hiring managers to determine best methods for recruitment and advising/reviewing the recruitment process;

Reviewing and annotating applications, resumes, and supporting documentation (transcripts, certifications, etc..) to determine minimum/selective qualifications and the rank candidates; approves/disapproves applications in JobAps;

Approves Interview Panel and Questions;

Creates JobAps recruitment requisitions, planners, announcements, and eligible list for HR/DBM RED approval;

Researches and identifyies new areas of recruitment outreach (outside advertising) and prepares job advertisements for local and national publications;

Plans and conducts sspecial recruiting activities at job fairs and on college campuses

Advises and assists DLLR personnel in completing and submitting required recruitment documentation (DLLR Selection Plan, MS-22, HFE request, etc.)

Develops selection instruments (T&E, written exams, etc...) used to rank candidates on certified list of eligible;

Participates in trainings and workshops for Hiring Managers, HR Liaisons, and other DLLR personnel.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: A bachelor’s degree from an accredited college or university.

Experience: Two years of professional HR experience involving recruitment and employment services, classification and compensation, employee relations, test development and validation, job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation.

Notes:

1. Professional HR management work in the areas of recruitment and selection, classification, salary administration, employer relations, test development and validation or as a generalist may be substituted on a year-for-year basis for up to four years of the required education.

2. Paraprofessional personnel work experience may be substituted on a year-for-year basis for up to four years of the required education. Paraprofessional personnel work is defined as work involving the application of public sector personnel procedures, policies, rules and regulations to specific employment actions. Appropriate paraprofessional personnel experience includes responsibility for activities such as: preparing and maintaining employment records, calculating salaries, applying personnel related rules and policies, preparing personnel-related reports, conducting employee orientation and counseling employees regarding benefits and obligations and responding to inquiries concerning employment procedures.

3. Thirty graduate credit hours from an accredited college or university in the fields of HR/personnel administration, human resources management, business administration, public administration, statistics, tests and measurements, psychology or a related field may be substituted for the required experience.

SELECTIVE QUALIFICATIONS

Must have at least one year of experience working with JobAps in creating requisitions, planners, and certified eligible lists.  This experience must be detailed and documented on your application to receive consideration.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Department of Budget and Management within six months from the time of appointment to the position. Employees are also required to obtain recertification every six months thereafter.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

FURTHER INSTRUCTIONS

Military Veterans may qualify for additional bonus points towards certification. A copy of your proof of eligibility (DD 214) for Veterans’ Credit must be in this office and completely verified before Veterans’ Credit will be approved.  Permanent State employees do not need to submit proof of eligibility for Veterans’ Credit.
