Main Purpose of Job

This position provides consultative services to assigned Agency management through its professional knowledge, discretion and independent judgment in the interpretation and application of HR laws, regulations, policies and guidelines to address a variety of administrative activities, problems, issues and projects. 

The HR Officer I is responsible for the day-to-day administration of the human resources policies, procedures and programs through effective liaisons between OHR and Administration(s), timely problem identification and resolution, strategies for continuous improvement, and enhanced communications. 

As an HR generalist, this position is responsible for performing and supporting three or more areas of HR management, to include:

Recruitment  and Employment services;
Classification and Compensation;
Test development and validation;
Employee Relations.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: A bachelor’s degree from an accredited college or university.

Experience: Two years of professional HR experience involving recruitment and employment services, classification and compensation, employee relations, test development and validation, job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation.

Notes:

1. Professional HR management work in the areas of recruitment and selection, classification, salary administration, employer relations, test development and validation or as a generalist may be substituted on a year-for-year basis for up to four years of the required education.

2. Paraprofessional personnel work experience may be substituted on a year-for-year basis for up to four years of the required education. Paraprofessional personnel work is defined as work involving the application of public sector personnel procedures, policies, rules and regulations to specific employment actions. Appropriate paraprofessional personnel experience includes responsibility for activities such as: preparing and maintaining employment records, calculating salaries, applying personnel related rules and policies, preparing personnel-related reports, conducting employee orientation and counseling employees regarding benefits and obligations and responding to inquiries concerning employment procedures. 3. Thirty graduate credit hours from an accredited college or university in the fields of HR/personnel administration, human resources management, business administration, public administration, statistics, tests and measurements, psychology or a related field may be substituted for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in human resources management classifications or human resources management specialty codes in the human resources management field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will have knowledge of the following areas:

Recruitment and Employment Services, Employee Relations, Classification and Compensation, Test Development and Validation.

Working experience of Workday HR and JobAps systems

Strong computer skills, in particular MS Office (Access, Excel, Word, PowerPoint, Google)

The ideal candidate will also have a Degree in Human Resources, Management, or Business Administration

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Department of Budget and Management within six months from the time of appointment to the position. Employees are also required to obtain recertification every six months thereafter.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a valid motor vehicle operator’s license.

SELECTION PROCESS

Only candidates who meet the minimum qualifications will be considered.  It is imperative that you give complete information on your application; incomplete applications may not be considered. 

Candidates will be placed on the employment list categorized as Best, Better or Qualified and remain eligible for consideration for at least one year from the date of examination.  This list will be used by the hiring agency to select employees.  Verification will be completed by the Appointing Authority. 

If you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process, if one is required. 

Permanent State employees may also complete necessary experience based on the number of hours worker per week.

Please note that you will be required by the Appointing Authority to provide proof upon hire for all certifications, licenses, education and work experiences. 

For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.

EXAMINATION PROCESS

The examination, if required, is based on information obtained from your application.  The Maryland Department of the Environment does not sponsor individuals in the application of the H-1B Visa.  All applicants must be legally authorized to work in the United States under the Immigration and Reform Control Act. 

You must be legally authorized and possess any necessary documents under the United State Immigration Reform and Control Act to be hired in the position for which they apply.
