Main Purpose of Job

This position is a supervisory position that serves as Chief of the Watershed and Water Quality Modeling Division, within the Total Maximum Daily Loads (TMDLs) Technical Development Program of the Science Services Administration. As the Division Chief, the position is responsible for the management of the Division including technical supervision of TMDL development and with responsibility for the development and implementation of policies and procedures related to TMDLs, the budgetary preparation and administration of the Division, recommendation of new and/or revised legislation affecting the operation and representation before the legislature regarding issues involving environmental problems with local, federal and other State agencies.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Bachelor's degree in engineering or architecture from an accredited college or university.

Experience: Four years of engineering or architectural experience in pollution control, waste remediation, resource conservation, environmental protection, or public health and safety to ensure regulatory or quality compliance with engineering or architectural standards, practices, principles and methods.

Notes:

1. A Bachelor’s degree from an accredited college or university with at least 20 credits in engineering and two years performing engineering or architectural work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety, or a related area may be substituted for the engineering degree.

2. Possession of a Master's degree in engineering or architecture from an accredited college or university may be substituted for up to one year of the required experience.

3. Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the education requirement and one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

This position requires a degree in Engineering.

LIMITATIONS ON SELECTION

This position is limited to permanent and contractual employees of the Maryland Department of the Environment who meet the minimum and selective qualifications.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a valid motor vehicle operator's license.

SPECIAL REQUIREMENTS

SELECTION PROCESS

Only candidates who meet the minimum/selective qualifications will be considered. It is imperative that you give complete information on your application. Candidates will be placed on the employment list categorized as BEST QUALIFIED and remain eligible for consideration for at least one year from the date of examination.  This list will be used by the hiring agency to select employees.  Verification will be completed by the Appointing Authority. Iif you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process, if one is required.  Permanent State employees may also completed necessary experience based on the number of hours worked per week.  Please note that you will be required by the appointing agency to provide proof upon hire for all certifications, licenses, education and work experiences. For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.
