Introduction

This is a position specific recruitment for the Maryland Department of the Environment. This recruitment will be used to fill current and future vacancies for this position/function only. The resulting certified list will be maintained for one year. Persons interested in future vacancies within this classification must re-apply.

Salary: $41,358 - $53,431 w/progression to $65,827 (I level); $46,857 - $60,815 w/progression to $75,012 (II level); $53,193 - $69,273 w/progression to $85,401 (III level) State Salary Guidelines apply to State employees.

Main Purpose of Job

This position will serve as a staff engineer in the Engineering & Technology Assessment Division of the Mobile Sources Control Program. This position is responsible for performing the highly technical and complex emissions modeling, using the Environmental Protection Agency's MOVES model, used in the preparation of the statewide highway emissions inventories, State Implementation Plans, Rate of Progress Plans, and Transportation Conformity analyses. This position will also be responsible for coordinating related modeling activities with the Environmental Protection Agency (EPA) and local Metropolitan Planning Organizations (MPOs) as well as regional modeling activities conducted by the Ozone Transport Commission (OTC) and the Mid-Atlantic Regional Air Management Agency (MARAMA). Therefore, transportation and/or air quality experience, computer skills, and experience in computer simulation modeling such as forecasting data and quality assurance is needed.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Bachelor's degree in engineering or architecture from an accredited college or university.

(I level) None;

(II level) One year of engineering or architectural experience in pollution control, waste remediation, resource conservation, environmental protection or public health and safety to ensure regulatory compliance with engineering or architectural standards, practices, principles and methods;

(III level) Two years of engineering or architectural experience in pollution control, waste remediation, resource conservation, environmental protection or public health and safety to ensure regulatory compliance with engineering or architectural standards, practices, principles and methods.

NOTES:

(I level)

1. A Bachelor’s degree from an accredited college or university with at least 20 credits in engineering and two years performing engineering or architectural work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety, or a related area may be substituted for the engineering degree.

2. Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the education requirement.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required education.

(II level)

1. A Bachelor’s degree from an accredited college or university with at least 20 credits in engineering and two years performing engineering or architectural work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety, or a related area may be substituted for the engineering degree.

2. A Master's degree in engineering or architecture from an accredited college or university may be substituted for the required experience.

3. Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has:

  • Experience in data processing and handling of large data sets;
  • Knowledge of database languages and spreadsheet tools such as SAS, ACCESS, Excel, MySQL, etc.;
  • GIS experience or any prior modeling experience (for example, MOVES or MOBILE).

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a valid motor vehicle operator's license.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call-in twenty-four hours a day, and, therefore, may be required to provide the employing agency with a telephone number where they can be reached or carry an electronic pager.

SELECTION PROCESS

EXAMINATION PROCESS

Your application is part of the examination process. The assessment will be a rating of your education, training and experience related to the requirements of this position. Therefore, it is important that you provide complete and accurate educational and employment information on your application. Successful candidates will be ranked as Best Qualified, Better Qualified or Qualified and placed on the employment list for at least one year. This list will be used by the hiring agency to select employees. Education credentials and experience verification will be completed by the Appointing Authority. If you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process, if one is required. Please note that you will be required by the appointing agency to provide proof upon hire of all certifications, licenses, educational and work experiences.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
