Main Purpose of Job

This position leads child support staff in monitoring, evaluating and enforcing the timely collections of regular child support payments while also enforcing medical support court orders to promote family well-being and self-sufficiency. Leads staff in case registration and manages the Orientation Program. Also assists the Supervisor in assigning, reviewing, and approving the work of lower-level Child Support Specialists.

POSITION DUTIES

Supports the Supervisor in assigning, reviewing and approving the work of lower-level Child Support Specialists. In the absence of the supervisor: work is disbursed to staff on a daily basis, financial adjustments are reviewed and approved before they are submitted to Fiscal. Duplicate IRN issues are documented and initiated for the entire County Case-Load. Also trains lower-level Child Support Specialist in investigating and analyzing child support cases and Court Orders. Assists with training of new staff.

Responsible for all duties associated with the Temporary Cash Assistance (TCA) and Non-TCA Orientation, including managing and ordering all printed materials and presenting the power point presentation. Acts as liaison with the Family Investment Administration to ensure TCA customers receive Child Support. Maintains statistical records related to the Orientation. Ensures all interviews are completed with all TCA customers when the non-custodial parent is excluded.

Manages complex cases as assigned by supervisor and monitors and reviews child and medical support court orders by using all enforcement techniques. Investigates, analyzes, and completes appropriate actions for establishment and modification of child support court orders. Is assigned to all of the Unknown case load and ensures these cases are closed correctly and have the lack of knowledge completed. In addition, ensures the case closing policy is adhered to. 

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: An Associate of Arts degree in social services, human services, legal studies, public administration or similar fields of study from an accredited college or university.

Experience: Two years of experience investigating and analyzing child support cases and initiating appropriate actions to establish, maintain and enforce support payments for dependent children in accordance with Federal and State laws, rules and regulations.

Notes:

1. A Bachelor’s degree from an accredited college or university may be substituted for the required education.

2. A Bachelor’s degree in social services, human services, legal studies, public administration or similar fields of study from an accredited college or university may be substituted for the required education and one year of the required experience.

3. Experience investigating and analyzing child support cases and initiating appropriate actions to establish, maintain or enforce support payments for dependent children in accordance with Federal and State laws, rules and regulations may be substituted for the required education on a year-for-year basis.

4. Experience determining eligibility for government assistance programs may be substituted for one year of the specific program experience.

LIMITATIONS ON SELECTION

This recruitment is limited to State of Maryland Employees.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
