Main Purpose of Job

The Department of Information Technology (DoIT) is seeking a candidate to be the IT Lead Procurement Analyst. This position is the lead level work ensuring the scope and format of DoIT solicitations and task orders are compliant with IT policies and procedures. This position reviews and reviews work of lower-level IT Procurement Analysts and trains new IT Procurement Analysts. It will provide direction and guidance to procurement staff of other State agencies in developing task orders. It will handle more complex issues or problems related to IT policies and procedures. It will advise State agencies regarding proposed procurements in substantive non-compliance with IT policies and procedures, and provide more guidance regarding required corrective action. This position will prepare or assist with the preparation of agenda items for the Board of Public Works. It recommends approval for procurements requiring final approval by the Board of Public Works.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: A bachelor’s degree from an accredited college or university.

Experience: Two years of experience in ensuring appropriate and consistent Statewide interpretation of and compliance with State procurement laws, regulations, policies and procedures.

Note:

Experience conducting procurements which included advertising procurement opportunity, distributing specifications to vendors, conducting vendor conferences, receiving and securing bids or proposals, coordinating evaluation committees, conducting vendor debriefings, responding to protests regarding proposed awards and monitoring contract performance may be substituted on a year for year basis for the required education.

SELECTIVE QUALIFICATIONS

One year of experience in the authoring, reviewing and awarding of major government IT procurements.

DESIRED OR PREFERRED QUALIFICATIONS

Experience in State of Maryland major IT procurements.

LIMITATIONS ON SELECTION

This recruitment is limited to employees of the Department of Information Technology only.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
