Main Purpose of Job

The Department of Information Technology is seeking a candidate to be responsible for reviewing the scope and format of the Department of Information Technology (DoIT) IT solicitations and task orders for compliance with IT policies and procedures.  Incumbent will prepare Board of Public Works (BPW) agenda items to formally request BPW approval as required for certain procurements.  Responsibilities include assisting in managing the task order process for use of statewide IT and telecommunications contracts and providing guidance, direction, and instruction to other state agencies in developing task orders.  Duties will also include assisting in the development of solicitations for Department IT and telecommunication commodities and services in support of statewide requirements; evaluating proposals received in response to solicitations and task orders and assisting in preparing award selection recommendations.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: A bachelor’s degree from an accredited college or university.

Experience: Four years of professional public sector procurement, or private sector contracting experience, which included activities such as advertising procurement opportunity, distributing specifications to vendors, conducting vendor conferences, receiving and securing bids or proposals, coordinating evaluation committees, conducting vendor debriefings, and monitoring contract performance.

Notes:

1. Additional experience as defined above may be substituted on a year for year basis for the required education.

2. One year of experience in ensuring appropriate and consistent enterprise-wide interpretation of and compliance with enterprise level procurement laws, regulations, policies and procedures may be substituted for the required general procurement experience.

3. A Doctorate of Jurisprudence (JD) or a Master’s degree in Business Administration may substitute for two years of the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
