Introduction

The Maryland Department of Labor, Licensing and Regulation (DLLR) is accepting applications from qualified candidates for the position of ACCOUNTANT II.

This is a position specific recruitment. The resulting list of eligible will be used to staff this position or function only. This list will be maintained for one year. You will need to reapply for any future recruitment for this job classification.

Main Purpose of Job

The main purpose of this position is to provide managerial guidance over the administration of electronic payments and refunds, to include statistical reporting, audit verification and policy development for the Department of Labor, Licensing and Regulation (DLLR) in accordance with guidelines established by the  State Comptroller's Office.

POSITION DUTIES

This position is responsible for management of Payable Operations.  It will direct and oversee accounts payable operations headed by a Fiscal Accounts Technician Supervisor responsible for processing invoices and direct vouchers for payment; transmittal approval-review for accounting sufficiency and proper matching, approving invoice transmittals for payment; delegation and control-determines and allocates items for payment and monitors employee productivity and performance; monthly performance reports; complaint resolution-resolves vendor complaints; and problem resolution-resolves problems with inter-departmental managers and outside departments regarding procurement, FMIS, accounts payable, leasing and other issues.

This position is also responsible for ADPICS and R*STARS maintenance; journal entries, statistical reporting; procedures; supervisor functions; and miscellaneous duties.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: Two years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes: 1. Candidates may substitute a bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.  2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above. 3. Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience. 4. Applicants may substitute one year of professional auditing experience for one year of the required experience.

SELECTIVE QUALIFICATIONS

A minimum of one (1) year of experience with FMIS, ADPIC and R*STARS and one (1) year of supervisory experience. THIS INFORMATION MUST BE DETAILED IN YOUR JOB DUTIES FOR CONSIDERATION.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of an unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

Applications that meet qualifications will be referred to the hiring unit for interview selection. Units will select those candidates most closely demonstrating the qualifications for interview.

The certified list will be used by DLLR for a period of one year.

Successful candidates will be placed on the eligible list categorized as Best Qualified, Better Qualified or Qualified.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.

Military Veterans may qualify for additional bonus points towards certification. A copy of your proof of eligibility (DD 214) for Veterans’ Credit must be in this office and completely verified before Veterans’ Credit will be approved.  Permanent State employees do not need to submit proof of eligibility for Veterans’ Credit.
