THIS IS A POSITION-SPECIFIC RECRUITMENT FOR THE FREDERICK COUNTY DEPARTMENT OF SOCIAL SERVICES.  THIS RECRUITMENT IS LIMITED TO CANDIDATES WILLING TO ACCEPT EMPLOYMENT IN FREDERICK COUNTY.

Main Purpose of Job

The position serves as the Chief Financial Officer for the Local Department of Social Services. The position is responsible for the compilation and execution of the agency financial plan and other financial management issues. The position provides instructions concerning financial matters to functional managers, reviews and evaluates methods used to manage the budget and provides technical system support to the finance unit. The position manages financial resource and provides an integrated system of financial staff services that include accounting, budgeting, financial reporting and administering FMIS, AFS, MD CHESSIE and CARES systems. The position supports executive and managerial decision making an coordinates internal management control responsibilities. As a participant in the decision making process, the position provides the Director and Assistant Directors with reports and recommendations on the status of fund allocations, identification and possible utilization of funds and assesses the financial soundness of management decisions. These duties are performed in accordance with standards established by the State of Maryland and General Accepted Accounting Principles.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Please Note: A copy of your college transcripts must be uploaded with your application if your degree is not in Accounting.

Education: A Bachelor's degree in Accounting from an accredited college or university or a bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing.

Experience: Four years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Applicants who had met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

2. Possession of a certificate as a Certified Public Accountant or a masters degree in accounting from an accredited college or university may be substituted for one year of the required experience.

3. Applicants may substitute one year of professional budgeting experience or one year of professional auditing experience for one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administration classifications or Financial Management specialty codes in the Financial field on a year-for-year basis for the required experience.
