Main Purpose of Job

The Chief of the External Audit Division reports to the Department of Health and Mental Hygiene's (DHMH) Assistant Inspector General. This position directs, plans, schedules, and manages audits of human service providers receiving funding from DHMH and supervises a staff of 8-10 audit professionals.  This position directs, plans, schedules, and manages the financial and compliance audits of human service providers and local health departments receiving funding through the Department of Health and Mental Hygiene. These audits ensure that State funds are utilized in accordance with applicable contract provisions, laws, rules, regulations, and generally accepted accounting principles. This position ensures that all providers are audited at least once every four years. This position issues audit reports that identify weaknesses and recommends improvements in internal control and other procedures in order to correct unsatisfactory conditions and improve efficiency. The audit reports also determine the amounts due to the State or due to the provider resulting from operation of the programs during the audit period. This position conducts Audit Entrance and Exit Conferences in order to explain the audit process, appeal process, and any findings, and recommendations being made as a result of the audit. This position also supervises special reviews and investigations for the Department.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Requires a bachelor’s degree in accounting or a bachelor’s degree and 30 credits in accounting and related courses including 3 credits in auditing; and, six years of accounting /financial management experience, including three years at a supervisory level. A CPA certificate or a master’s degree in accounting, finance or business administration will substitute for one year of general experience. Applicants who met the CPA exam admission requirements prior to July 1, 1974 will meet the above educational requirements.
