Main Purpose of Job

The Fiscal Services Administrator I is responsible for all Accounting, Payroll, Leave Reporting, and Corporate Purchasing Card program functions of the Agency.

POSITION DUTIES

This position processes entries in the State accounting system (R*STARS), ensuring compliance with generally accepted accounting principles (GAAP) and State/Federal policies and procedures; performs all functions related to year end closing of the accounting records; processes payroll; maintains leave accounting records; approves disbursement transmittals; reviews employee expenditure reports for propriety; prepares reconciliations of multiple bank accounts; ensures that deposits are properly credited to accounts; assists the Chief Administrative Officer in the preparation of the annual budget and monitoring of expenditures against the budget throughout the year.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: A Bachelor's degree in Accounting from an accredited college or university, or a bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses.

Experience: Four (4) years of professional experience examining, analyzing and interpreting financial/budget systems, records and reports. At least two (2) years of this experience must include performing State of Maryland Fiscal Year End closing of multiple funds using RSTARS, ADPICS and FMIS.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience with payroll processing through CICS
  • Experience with LAS Leave Accounting System
  • Experience with corporate purchasing card programs
