Harford County Department of Social Services is located in northeastern Maryland, approximately 30 miles northeast of the Baltimoe area.

Main Purpose of Job

The position is a full performance level responsible for carrying out the full and complete financial operations of the Child Support Fiscal Services as administered by the Child Support Enforcement Division of DHR in an accurate, timely and professional manner adhering to federal, state and local regulations. This position reviews, controls, records and balances financial transactions in accordance with prescribed procedures utilizing four major accounting system, CARES, CSES, LTR and Smart Image Viewer. The position also is responsible for investigating and analyzing child support cases, interpreting court orders, validating audits, examining various escrow balances, adjusting account information and balances. This position reconciles daily financial transactions, extracts data from accounting spreadsheets in support of the entire Child Support Enforcement Division to ensure enforcement of timely collections of regular payments.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Please describe in detail any job duties relating to the minimum qualifications stated below and include any computer software (ex. Excel, CHESSIE, Powerpoint, Word, etc) that you used in the positions you held.

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of experience reconciling agency accounting systems to fiscal control systems or developing automated spreadsheets, ledgers and reports using accounting software packages or identifying budget trends and recommending budget realignments.

You must meet both the Minimum Education and Experience Requirements and Selective Qualifications to be eligible.

Notes:

1. Candidates may substitute experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.

SELECTIVE QUALIFICATIONS

One year experience working for a social service or child support enforcement agency.

EXAMINATION PROCESS

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
