THIS IS A POSITION-SPECIFIC RECRUITMENT FOR THE HOWARD COUNTY DEPARTMENT OF SOCIAL SERVICES.

Main Purpose of Job

This position will function and perform the full level of work for fiscal accounts technician II; reconcile and update corresponding special and daily reports, and compile data for fiscal and upper management's use for monthly analysis; develop, update and implement automated spreadsheets to complete audit reports as required, including reports from Child Support Unit; review and research Federal, State and Local reports concentrating on developing solutions for problematic cases where funds have not been released or distributed in accordance with Federally mandated programs that apply to the State; effectively communicate by telephone, in writing and/or in personal with supervisors and other personnel in other local departments to meet the Agency's objectives; reconcile and update daily and monthly reports for fiscal and upper management's use for monthly analysis; time keeping and payroll, collects, compiles and records all data that relates to time keeping and payroll for merit and contractual employees; prepares Exception Time Reports (ETR - 127) and Positive Time Report (PTR - 777); bi-weekly State Stat reports for the Governor's office, FMLA, Leave Bank, Employee to Employee leave donations, etc.; Accounts Maintenance: payment of all AFS/FMIS invoices including the children in foster homes, adoptive parents and other vendors (includes printing AFS checks, inputs vendor invoices to the system, adds or delete vendors, prints vouchers, enters deposits and uses the check signer); processes CARES financial reports and prepares EAFC checks; serve as a back-up for reconciling the Agency's three bank accounts monthly and reconciles EBT cards monthly; maintain the incoming and outgoing mail logs including all checks in the system; issuing gift cards to service staff when needed.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of experience reconciling agency accounting systems to fiscal control systems or developing automated spreadsheets, ledgers and reports using accounting software packages or identifying budget trends and recommending budget realignments. Candidates may substitute experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required education.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
