Main Purpose of Job

This position is responsible for the programs and practices that ensure the security of our most critical information by conducting systematic, independent internal audits of the Department of Human Resources (DHR's) Information Systems in order to maintain compliance with State and federal IT security requirements. The incumbent in this position is also responsible for corrective actions pertaining to audit findings; collaborates with different units within DHR and other counties, agencies, State or federal partners; performs supervisory functions; attends staff meetings; reviews employee's leave records and timesheets; and assures that the necessary internal audits of systems are carried out. In addition, this position responsibilities includes development and publishing of security policies, procedures and guidelines related to the Security Compliance Unit in adherence to State and federal guidelines; researches online publications to assure agency is in compliance with current policies; and generates reports by querying the Application Database, Remedy Action Request database and RACF utilizing available reporting utilities such as Crystal Reports, QMF, SQL, Vanguard, and others.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Bachelor’s degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology or other related field with specific coursework in the structure and use of automated information systems.

Experience: Three years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe computers or large client server platforms.

Notes:

1. Graduation from an accredited high school or possession of a high school equivalency certificate and two additional years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe or large client server platforms may be substituted for the required education.

2. Experience responding to and resolving help desk calls from users of computers, or operating computer equipment for the purpose of data entry, word processing, spreadsheet, graphics, database or other applications may be substituted on a year-for-year basis for a high school education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Cyber and Information Systems classifications or Cyber and Information specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

One year of experience ensuring the security of critical information by conducting systematic, independent internal audits or information security to maintain compliance with State and Federal IT security requirements.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qaulifications:

  • Candidate should possess strong analytical skills.
  • Candidate should possess strong writing skills and experience writing and publishing of information security policies.
