POSITION DUTIES

The incumbent of this position will assist in the design, development, and testing of the State of Maryland's internet application programs. Responsibilities will also include assisting in monitoring and processing electronic returns downloaded from the internet to the processing system. The incumbent will be responsible for providing assistance to electronic return preparer's in transmitting and processing their electronic filings.

Please note: This position is required to work overtime on various weekends & evenings throughout the year.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Bachelor’s degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology or other related field with specific coursework in the structure and use of automated information systems.

Experience: One year of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe computers or large client server platforms.

NOTES:

1.  Graduation from an accredited high school or possession of a high school equivalency certificate and two additional years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe or large client server platforms may be substituted for the required education.
2.  Experience responding to and resolving help desk calls from users of computers, or operating computer equipment for the purpose of data entry, word processing, spreadsheet, graphics, database or other applications may be substituted on a year-for-year basis for a high school education.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience reading and writing technical specifications relating to data flow
  • Experience and knowledge of Job Control Language (JCL) and FILE-AID
  • Experience analyzing and troubleshooting application problems and making
  • recommendations for correction
  • Knowledge of database and other computer applications
  • Experience testing and establishing test plans
  • Experience and knowledge of tax return preparation and processing
  • Good verbal and written skills
  • Excellent customer service skills
  • Experience communicating with technical customers (programmers, vendors) and non-technical customers (taxpayers and tax preparers)
  • Ability to work under pressure or in situations where priorities change

Qualifying applicants are subject to an oral interview. Prior to appointment, the employee must successfully undergo a comprehensive background investigation including a review of criminal, MVA and tax records; and determination of legal authorization to work in the United States or under the United States Immigration Reform and Control Act of 1986.  Upon initial appointment OR promotion to a position in the State Personnel Management System, an employee is required to serve an initial six month probationary period.  This probationary period may be extended an additional six months under certain circumstances at the discretion of the appointing authority.
