Main Purpose of Job

The Maryland Department of Information Technology (DoIT) is seeking a talented and highly motivated professional to direct the Project Management Office, Major IT Development Projects (MITDP) for the State and IT projects undertaken by DoIT. The Director manages the Project Management Office, within the IT Project Management Division of the Department of Information Technology. The Director coordinates, plans, directs and administers all aspects of key IT project oversight policies, standards and processes affecting the successful execution of IT projects undertaken by the Department and other non-exempt executive branch agencies. Establishes overall IT project goals, standards and controls to meet program objectives and oversees their achievement, such as: the development of life cycle, change, risk and issue management; documentation and status reporting; independent verification and validation; and resource management. Provides expert advisory support to all major IT project teams for project planning, scheduling, cost estimating, execution, and risk assessment. Oversees and manages the personnel and financial resources of the program. Plans, coordinates, supervises and evaluates the work of subordinate project managers. Develops, implements and manages short and long range plans for program operations and resources. Determines organizational structure and staffing needs of the program. Prescribes and oversees development and training of program staff. Represents the agency before federal, State and local officials, legislative committees, senior managers, executives and other agencies concerning program activities. Serves as advisor to the State CIO and other executive branch agencies regarding project management, and represents the Department in official matters related to information management and technology. This is a management service position that will serve at the pleasure of the appointing authority.

Candidate Profile:

Proven experience in successfully managing complex information technology projects throughout the SDLC.

Proven experience in developing and implementing effective project management policies and procedures resulting in demonstrable improvements and project success.

Experience in performing in-depth project audits and assessments to determine risk, project team performance and resource utilization.

Ability to establish and maintain collaborative relationships in a matrix organization.

Comprehensive understanding of project management methodologies such as PMI Project Management Body of Knowledge, Earned Value, SDLC and IV&V.

Understanding of statewide legislative and regulatory requirements, policies and procedures affecting information technology project management.

Excellent oral and written communication skills with all levels of internal and external customers.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Bachelor’s degree from an accredited college or university in computer information technology, management information systems or other information technology related fields, Planning and/or Business Administration.  

Experience:  Seven to ten years experience successfully managing complex information technology, financial, and/or development projects.

Five years experience successfully leading a project management organization with direct reports.

Three years experience managing a portfolio of distributed information technology projects.

DESIRED OR PREFERRED QUALIFICATIONS

Desired Qualifications: Certified Project Management Professional through PMI or other accredited body. Selected candidate will be required to get this certification within 1 year of employment.

Masters Degree from an accredited college or university in computer information technology, management information systems or other information technology related fields, Planning and/or Business Administration.
