Main Purpose of Job

The Project Manager leads business and transformation Information Technology projects, provides oversight to a broad range of software development and infrastructure projects, and ensures real business value is delivered to the customer as a result Focus areas include stakeholder management across internal business unit customers, external customers, IT, vendor partners, risk management, delivery of business efficiencies and regulatory compliance. The Project Manager has a strong customer focus, using innovative approaches to deliver effective technology solutions that also delight customers. The position is accountable for ensuring solutions solve key business and compliance needs in an integrated and simple manner, exploiting existing assets where feasible, building in extensibility, and minimizing long-term costs. This role assumes responsibility to ensure delivery occurs with a sense of urgency and responsiveness, is completed on schedule and within budget constraints. At the same time, the Project Manager continuously assesses and mitigates risk, balancing the need for flexibility and agility with conformance to standard methods and tools.

POSITION DUTIES

We are currently seeking an IT Project Manager in the position of IT Systems Technical Specialist.

The ideal candidate will assume a significant role in the future architectural direction and design of software solutions, participate in evaluating emerging technologies, and help drive the definition, selection, and implementation of third party technology solutions.

  • Works with IT, WCC business units, stakeholders, & vendors to define project objectives, requirements, scope, and risk; documents and maintains project plan, schedule, reporting plan, change management plan, contingencies, test plans and resource needs.
  • Uses experience and skills with Microsoft Windows platforms, SQL Server databases, and .NET software development frameworks to translate business requirements and stories into technical strategies and architectural designs
  • Coordinates WCC cross functional project teams to deliver projects according to plan, schedule and budget using established standards and best practices
  • Manages day-to-day activities associated with assigned projects including team communications and collaboration, status reporting, task management, negotiation, problem solving, change management, and progress assessment
  • Assesses and manages project risk throughout all project phases, leads post-implementation project reviews and oversees disposition phase activities

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Bachelor’s degree from an accredited college or university in Computer Science, Computer Information Technology, Management Information Systems or other information technology-related field to include coursework in application, communication, database or operating systems software technology.

Experience: Three years of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software.

Notes:

1. Graduation from an accredited high school or possession of a high school equivalency certificate and thirty credit hours from an accredited college or university in Computer Science, Computer Technology, Management Information Systems or other information technology-related field to include coursework in application, communication, database or operating systems software technology may be substituted for the required education.

2. Graduation from an accredited high school or possession of a high school equivalency certificate and one additional year of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software may be substituted for the required education.

3. Experience operating computer systems; or scheduling, controlling input and output to process data on computer systems; or evaluating, implementing and maintaining computer hardware and software; or converting data from project specifications by developing program code using generally accepted computer programming languages may be substituted for high school education on a year- for-year basis.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Computer Systems Operations classifications or Computer Systems Operations specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

Three years of experience in analysis, design, implementation and management of Windows XP+ and Windows 2008 + (IIS 7+) web based software development projects using Visual Studio 2008/.NET 3.x or newer with C#, , jQuery, ASP.NET, three-tier architecture, object relational mapper (O/RM) technologies, and relational databases.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience in business systems analysis, managing and implementing IT projects for enterprise content management (ECM), enterprise transform and load (ETL), legacy transformation, case management, and/or secure web portal systems.
  • Experience with Microsoft SQL Server, Oracle, and/or DB2 database administration, database design, and current data protection best practices
  • Working knowledge of source code control and management systems Visual Source Safe or Team Foundation
  • Technical project management and systems integration experience with IT infrastructure projects involving server virtualization, converged voice & data networks (VoIP), LAN and WAN networks, endpoint security protection, enterprise systems management, monitoring and security tools.

SPECIAL REQUIREMENTS

1. Employee may occasionally be required to be on-call or asked to work outside of normal work hours for production emergencies or planned upgrades and therefore may be required to provide the agency with a telephone number where the employee can be reached.

2. Employee must have the ability to travel to Agency Regional Site locations in Maryland.
