Main Purpose of Job

 The Programmer Analyst is responsible for: monitoring/maintaining the Online Voter Registration and other web-based Voter Services on a daily basis; (2) monitoring/maintaining the MVA Voter Registration process on a daily basis; (3) detailed oversight of management and maintenance of the statewide voter registration system (MDVOTERS) database and AdHoc database; (4) ensuring data uploads from external systems (Social Security Administration, Department of Health and Mental Hygiene, Judicial Information Services) have been performed; (5) programming and software deployment for the web-based Voter Services applications, the MVA Voter Registration processes, and various other voter registration related technical needs, on a predetermined release schedule; (6) software development (and associated deliverables such as functional specifications) for the rewrite of the agency internal Election Management System to BARRS (Ballot Application and Results Reporting System); (7) running both ad hoc and predetermined queries and reports for the Voter Registration department and other departments as needed; (8) assisting the MDVOTERS Systems Administrator with functional specifications for MDVOTERS; (9) assisting the MDVOTERS UAT Specialist with user acceptance testing and mock elections; (10) reviewing the application code provided by the MDVOTERS software vendor; (11) providing assistance to the MDVOTERS software vendor and the voter registration team in troubleshooting software bugs; (12) other data/technical related duties as needed. The Programmer Analyst is to acquire knowledge of the MDVOTERS database structure and functioning to ensure continuous operation and improvements in the MDVOTERS database system. In addition, the Programmer Analyst must learn the Voter Registration Divisions business, and support the information requirements of the division and SBE. The position reports to the MDVOTERS System Administrator; however, the Voter Registration Division Director may assign work to the Database Specialist. Work assignments are completed according to the priorities set by the Director, Voter Registration Division. General supervision is provided, depending on the complexity of the specific task assigned.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology related field.

Experience: Two years of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or other developmental tools.

Notes:

1. Candidates may substitute six credit hours of coursework in application analysis and programming using generally accepted computer programming languages or other developmental tools for six months of the required experience.

2. Candidates may substitute completion of high school or a high school equivalency certificate and eighteen months of experience converting data from project specifications by writing program code using generally accepted computer programming languages or other developmental tools for the required education.

3. Candidates may substitute completion of high school or a high school equivalency certificate and fifteen credits from an accredited college or university in systems analysis and application programming using generally accepted computer programming languages or other developmental tools for the required education.

4. Candidates may substitute experience in one of the following areas: operating computers, scheduling, controlling input and output or maintaining backups or data storage, processing data on computers, evaluating, implementing and maintaining hardware and software, on a year-for-year basis for a high school education.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Computer Systems Programming classifications or Computer Systems Programming specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached. Employees may be furnished with a pager or cell phone.
