Introduction

The MD State Treasurer's Office (STO), IT Division's Operations support the STO's disbursement, receipts and reconciliation of moneys of the State, as defined in Article VI, Section 3, of the State Constitution. The Office disburses over 7 million payments that total over $180 billion per year and processes receipts that exceed $180 billion per year.

Our operations include Electronic funds transfer, check printing, positive pay and account reconciliation process services for the Comptroller's Office's General Accounting Division, Revenue Administrative Division and Central Payroll Bureau, the State Retirement System, as well as the Department of Human Resources' (DHR) Child Support & CARES are provided to these agencies by STO IT.

The IT Division of the Maryland State Treasurer's Office provides all these systems on an IBM i5 mid-range platform that is utilized by the Administration, Accounting, Banking and Insurance divisions. The IT Division also supports network based database applications in Administration, Banking, Debt Management, Investment and Insurance divisions.

The IT Division plans, builds, programs, manages and supports all of the technology platforms that are used by the Maryland State Treasurer's Office (STO). These systems run in-house developed programs in tandem with commercially developed software, providing the agency with highly customized applications that address their specific needs.

This is a position specific recruitment for an IT Programmer Analyst Advanced in the MD State Treasurer's Office.  This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting eligible list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply.

Main Purpose of Job

The IT Programmer Analyst, Advanced position provides an advanced level of design, programming, testing, implementation, and maintenance of in-house written programs and data files utilized by the State Treasurer's Office (STO). The position supports applications that the Information Technology, Administration, Banking, Insurance, and Investment Divisions rely upon to perform their Constitutional control duties that impact agencies statewide. The IT Programmer Analyst Advanced position must ensure that in-house applications accurately capture, validate, process, reconcile and report financial balances. This position is responsible for maintaining and creating RPG, PC, and web based application programs. The position is charged with the production of new applications that interface with existing IBM DB2 databases on an i5 and/or new DB2 databases hosted on one or more Wintel servers. The position functions as Project Manager on all PC based applications and specific RPG projects as deemed necessary by the IT Programming Analyst Supervisor.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology related field.

Experience: Two years of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or other developmental tools.

Notes:

1. Candidates may substitute six credit hours of coursework in application analysis and programming using generally accepted computer programming languages or other developmental tools for six months of the required experience.

2. Candidates may substitute completion of high school or a high school equivalency certificate and eighteen months of experience converting data from project specifications by writing program code using generally accepted computer programming languages or other developmental tools for the required education.

3. Candidates may substitute completion of high school or a high school equivalency certificate and fifteen credits from an accredited college or university in systems analysis and application programming using generally accepted computer programming languages or other developmental tools for the required education.

4. Candidates may substitute experience in one of the following areas: operating computers, scheduling, controlling input and output or maintaining backups or data storage, processing data on computers, evaluating, implementing and maintaining hardware and software, on a year-for-year basis for a high school education.

SELECTIVE QUALIFICATIONS

  • Eighteen (18) months of required programming experience must be in RPGIV, RPGILE, or CL languages specifically.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following.  Include clear and specific information on your application regarding the qualification(s).

  • Additional programming experience in RPGII, OCL; Java, C++, PHP, HTML and/or other high level PC based programming languages. 
  • Experience migrating and integrating legacy applications 
  • Project management experience 
  • Experience with financial applications and file formats 
  • Experience with Connect Direct transmission software 
  • Experience supporting a production environment

Candidates must be willing to work in the Annapolis area.
