Introduction

The Maryland Department of Business and Economic Development is seeking qualified applicants for the position of IT Programmer Analyst II.

Main Purpose of Job

This position is responsible for performing complex and sensitive assignments related to the initiation and execution of major IT projects/applications and administering the departmental Content Management System (CMS), Microsoft SharePoint Server.

POSITION DUTIES

Activities include the alignment of projects with strategic departmental direction, State e-government initiatives, IT project fiscal planning and fiscal reporting; IT project start-up and support, and the establishment and implementation of IT industry standards for the management and execution of projects. The position is responsible for adhering to the full software development life cycle including advanced level of work designing, developing, testing, implementing, documenting, maintaining, and providing support for software applications, information systems, Web applications, databases, and programs using third-generation and other generally accepted computer programming languages and development tools. 

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology related field.

 Experience: One year of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or other developmental tools.

 NOTES:

 1. Candidates may substitute six credit hours of coursework in application analysis and programming using generally accepted computer programming languages or other developmental tools for six months of the required experience.

 2. Candidates may substitute completion of high school or a high school equivalency certificate and eighteen months of experience converting data from project specifications by writing program code using generally accepted computer programming languages or other developmental tools for the required education.

 3. Candidates may substitute completion of high school or a high school equivalency certificate and fifteen credit hours from an accredited college or university in systems analysis and application programming using generally accepted computer programming languages or other developmental tools for the required education.

 4. Candidates may substitute experience in one of the following areas: operating computers, scheduling, controlling input and output or maintaining backups or data storage, processing data on computers, evaluating, implementing and maintaining hardware and software, on a year-for-year basis for a high school education.

SELECTIVE QUALIFICATIONS

Candidates must possess strong written, interpersonal, oral communications and Website development and logic skills.  It is essential that candidates be capable of adapting to change and learning new technologies quickly, with a minimum amount of formal training.

Candidates must have development experience with HTML/CSS/XML/XSL/ASP.NET(C#) and be a highly motivated self-starter who has served as a project leader on large, complex SharePoint 2007+ applications.  The ability to handle multiple, concurrent and high priority tasks and hands on experience with the following are essential: 

SharePoint 2007+ administration/applications and Microsoft application development. ·       

ASP.NET framework experience preferably using the c# language. ·       

SharePoint Portal Server, Windows SharePoint Services implementation and deployment, including the creation of custom Web parts, and script languages (JavaScript/Ajax)

DESIRED OR PREFERRED QUALIFICATIONS

Experience with JAVA, WordPress, Google Analytics, Adobe and Creative Suite CS 5 is preferred.
