Main Purpose of Job

Position 1:  The main purpose of this position, functioning as a lead position working at an advanced level, is to give guidance and direction to the workers in cooperation with a unit supervisor, and interpreting and applying Medical Assistance policies and regulations on special, complex cases. This position works closely with the unit supervisor in developing plans to direct, control, and monitor casework activity within the unit to ensure program integrity. This position assigns and reviews case actions of Medical Care Program Associate I & II positions and helps in the professional development of the unit by providing ongoing mentoring and assisting with training and worker feedback. This position will assist in mitigating customer anxiety by providing prompt and courteous response to customers inquires and complaints.

Position 2:  The main purpose of this position is to function as a Lead Worker for the DHMH - Office of Eligibility Services, Eligibility Determinations Division Medical Care programs.  This position works at an advanced level and gives guidance and direction to the workers in cooperation with a unit supervisor, and interpreting and applying Medical Assistance policies and regulations on special, complex cases.  This position works closely with the unit supervisor in developing plans to direct, control and monitor casework activity within the unit to ensure program integrity.  This position assigns and reviews case actions of Medical Care Program Associate I & II positions and helps in the professional development of the unit by providing ongoing mentoring and assisting with training and worker feedback. This position will assist in mitigating customer anxiety by providing prompt and courteous response to customers inquires and complaints.

Position 3:  This position is the lead level of paraprofessional work in Health Choice Enrollment Unit, which includes the training of Medical Care Program Associate and the assigning, reviewing, and approval of their daily work. Duties include the verification of the validity of enrollment and disenrollment transactions prior to data entry. This position is also responsible for overseeing and monitoring calls on 800 hotline for Medical Assistance recipients and researching and resolving problems presented by the recipients. This position requires a thorough knowledge and demonstrated application of Medical Assistance policies, regulations, and guidelines and requires the exercise of discretion and independent judgment directly related to Medical Assistance Program data and situations.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of clerical experience applying policies in a medical care, health insurance or federal or State entitlement program.

Notes:

1. Additional general clerical experience may be substituted on a year-for-year basis for the required education.

2. College credits from an accredited college or university may be substituted for the required experience at the rate of 30 credit hours for one year of experience.

DESIRED OR PREFERRED QUALIFICATIONS

The successful candidate should have expert knowledge of Medical Assistance eligibility processing, experience using the Client Automated Resource Eligibility and Medicaid Management Information Systems (CARES/MMIS) and experience with Microsoft Word and Excel.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
