POSITION DUTIES

The main purpose of this position is to provide technical support and assistance to the Housing and Building Energy Programs which currently includes the Weatherization Assistance Program (WAP) and network of local agencies, EmPOWER MD Low Income Energy Efficiency Program (LIEEP) and the Be SMART/Better Buildings Program. The individual will also conduct lead paint and rehabilitation program inspections as needed. Satisfactory performance of the duties required by this position meet the Department's goals by furthering Maryland's energy goals and improving the efficiency of homes, businesses and multifamily buildings; and preserving affordable housing through improved efficiency, and thereby improving the quality of housing for low and moderate-income Maryland households.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Minimum Qualifications are REQUIRED. Please read carefully.

Education: A Bachelor’s degree from an accredited college or university in urban planning, financial management, business or public administration, political science, economic, marketing, management science or a related field.

Experience: Three years of experience in residential or commercial real estate development, governmental housing, community development or infrastructure development programs, including market research,planning, financial management, loan or grant program administration, capital projects or project development in the option for which application is made.

Notes:

1. Additional experience as specified above may be substituted on a year-for-year basis for the required education.

2. Graduate credit hours in urban planning, financial management, business or public administration, political science, economics, marketing, management science or a closely related field may be substituted on a year-for-year basis for up to two years of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • 3 – 5 years experience in residential home construction;
  • 3 – 5 years experience in single family weatherization practices;
  • The ability to access confined spaces, such as crawl spaces and attics;
  • The ability to climb ladders and carry a minimum of 50 pounds;
  • Successfully completion of the State of Maryland Weatherization certifications and Building  Performance Institute (BPI) certification.
  • LICENSES, REGISTRATIONS AND CERTIFICATIONS

    Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

    BARGAINING UNIT STATUS

    The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
